==Background:==

Required Action A.2 of Technical Specification (TS) 3.4.8, "Residual Heat Removal (RHR) Shutdown Cooling System-Hot Shutdown," requires the licensee to verify that an alternate method of decay heat removal is available for each inoperable RHR shutdown cooling subsystem.
Issue:
During the extended Completion Time, an RHRSW train for Unit 2 is inoperable.
Unit 2 may experience an inadvertent shutdown or be required to shutdown during the extended Completion Time Request:
If Unit 2 is shut down during the extended Completion Time, describe how the licensee will complete and satisfy the Required Action A.2 ofTS 3.4.8.
PPL Response to NRC Question 1:
Removing a Unit 1 - 4.16 kV Bus from service for maintenance during a Unit 1 Refueling Outage occurs during most outages. Normally, two (2) 4.16 kV Buses are taken out for maintenance each outage. During each of these plant evolutions, the potential implications for impacting Unit 2 under Technical Specification 3.4.8, Residual Heat Removal (RHR) Shutdown Cooling System- Hot Shutdown, must be addressed.
Technical Specification 3 .4.8 requires Two RHR shutdown cooling subsystems shall be OPERABLE, and, with no recirculation pump in operation, at least one RHR shutdown cooling subsystem shall be in operation.
This Technical Specification is applicable in Mode 3 with reactor steam dome pressure less than the RHR cut in permissive pressure.
Technical Specification Bases B 3 .4.8 defines an OPERABLE RHR shutdown cooling subsystem as follows:

         ... An OPERABLE RHR shutdown cooling subsystem consists of one OPERABLE RHR pump, one heat exchanger, and the associated piping and valves. The two subsystems have a common suction source and are allowed to have a common heat exchanger and common discharge piping. Thus to meet the LCO, both pumps in one loop or one pump in each of the two loops must he OPERABLE. Since piping and heat exchangers are passive components that are assumed to not fail, they are allowed to he common to both s uhsystems. . ..
Based on the definition of an OPERABLE subsystem, it is clear that having a single loop ofRHRSW out of service because of 4.16 kV Bus work on Unit 1 will not preclude Unit 2 from having two OPERABLE RHR shutdown cooling subsystems.
For example, if 4.16 kV Bus 1A201 were out of service on Unit 1, the 'A' loop of RHRSW would not be OPERABLE. Unit 2, however, could credit both 'B' loop RHR pumps, the 'B' heat exchanger and the associated piping and valves for the required two OPERABLE RHR shutdown cooling subsystems. For this example, the 'B' loop ofRHRSW would be available for cooling the 'B' loop RHR heat exchanger.
Similarly, if 4.16 kV Bus 1A202 were out of service on Unit 1, the 'B' loop of RHRSW would not be OPERABLE. Unit 2, however, could credit both 'A' loop RHR pumps, the 'A' heat exchanger and the associated piping and valves for the required two OPERABLE RHR shutdown cooling subsystems. For this example, the 'A' loop ofRHRSW would be available for cooling the 'A' loop RHR heat exchanger.
Based on the capability described above, Unit 2 would not have to enter LCO 3.4.8, Condition A, Action Required A.2.
Therefore, if Unit 2 is shut down during the extended Completion Time, there should be no need to enter or satisfy the Required Action A.2 of Technical Specification Section 3 .4.8.

==Background:==

In the license amendment request, the licensee justified the proposed extended Completion Time for Required Actions A.3 and B of Technical Specification (TS) 3.7.1, "Residual Heat Removal Service Water (RHRSW) System and the Ultimate Heat Sink (UHS)," by considering the reduced heat load on the UHS of the already shutdown Unit 1.
Issue:
The proposed changes for TS 3. 7.1 for Unit 2 makes no mention of the requirement that Unit 1 be shutdown during the extended Completion Time for Required Actions A.3 and B of TS 3. 7 .1.
Request:
Explain why the proposed TS change for TS 3. 7.1 does not include a provision that Unit 1 be in Mode 4 or 5 or no mode.
PPL Response to NRC Question 2:
The footnote for Technical Specification 3.8.7 Condition C and 3.7.1 Conditions A & B have been modified to state that for the 96-hour time frame to apply, Unit 1 must be in either mode 4 or 5. The footnote now reads as follows:

==Background:==

The licensee plans to de-energize Unit 1 AC electrical power distribution subsystems 1A201, 1A203, 1A202, and 1A204 one bus at a time. Unit 1 will be shutdown, but these buses also energize some loads for Unit 2. The licensee has identified the ESW pumps, RHRSW LOOP Return Valves, Standby Gas Treatment System (SBGT) Division 1 and 2loads, the Control Room Emergency Outside Air Supply (CREOAS) System Division 1 and 2 loads, and the Control Room Floor Cooling System Division 1 and 2 loads as Unit 2 loads powered by these buses. The licensee has identified the effect of de-energizing these loads upon the Technical Specifications.
Issue:
The NRC staff wants to ensure that the licensee has considered every load powered by these buses and the effect upon safety of de-energizing these loads.
The licensee must ensure that when de-energizing each bus that no safety function is lost and that all Technical Specifications (TS) limited conditions of operability (LCO) are met and/or REQUIRED ACTIONS for CONDITIONS are identified.
Request:
For each bus to be de-energized, identify each electrical load that is either a) safety related, b) important to safety [see Note1], or c) affects any LCO ofthe Technical Specifications. Discuss any effect upon adherence to the Technical Specifications or other safety considerations when each load is de-energized. [The loads identified above in Background have already been considered and need not be listed].
(Note 1): Encompasses plant features covered in the General Design Criteria as discussed in FSAR Section 3.1, "Conformance with NRC General Design Criteria."
Clarification during the March 19, 2012 Conference call:
The NRC would like for each ofthe Unit 1 4.16kV Buses a listing of the loads that when the bus is de-energized provide an impact to Unit 2. For each load, the NRC would like a statement indicating if there is a Unit 2 Technical Specification impact and a summary statement for each Unit 2 impacted load as to why there is no safety impact to Unit 2 when the Unit 1 Bus is de-energized.
