Part 55.31(a)(5) requires applicants for operating licenses to perform, at a minimum, five significant control manipulations which affect teactivity or power level. The requirement was spelled out in NUREG 0094, dated July 1976, and included in the revised regulation. It has been the NRC practice to accept certification of five significant control manipulations in lieu of actual facility startups which were performed pursuant to Part 55.45(a)(2) prior to this acceptable "power plant experience" alternative.
The regulation retained the word "significant" because: (1)thisalternative was an acceptable means of satisfying an actual plant startup and (2)
Significantwasdefinedinacceptableexamplesofcontrolmanipulations(Part 55.59(c)(3)(1)(e)) that were described in the requalification program requirements. The Examiner Standard has been clarified to include a definition of significant, per enclosure,
