We have reviewed your submittal and determined that additional financial costs are required in order to meet the guidelines discussed in NUREG/CR-1266, " Technology, Safety and Costs of Decommissioning a Reference Uranium Fuel Fabrication Plant." Your August 29 submittal does not provide for a 25% contingency fee. We also note that your submittallists restoration and site stabilization in the " Summary of Costs
* out provides no cost estimates. Present cost estimates should include the measures stated in 10 CFR Part 20, Subpart E, " Radiological Criteria for License Termination," Sections 20.1401 through 20.1406.
