Submittal of the Inservice Inspection /Nondestmetive Examination Procram - Second Ten-vear Interval l
Pursuant to 10CFR50.55a(g)(5)(iv), Detroit Edison hereby submits the revised Inservice Inspection (ISI)/ Nondestructive Examination (NDE) program (Enclosure 1) for the second ten-yearinterval of the Fermi 2 plant operation. Per Reference 2, the second ten-year ISI/NDE interval will start on February 17,2000.
The enclosed revision of the ISI/NDE program is based on the 1989 Edition of Section XI of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code. The 1989 Edition of the ASME Code is the latest edition cmrently incorporated by reference in 10CFR50.55a(b).                                     t CsH7 Detroit Edison performed a full review of the ISI/NDE Program and revised it to             /
comply with the ASME Code 1989 Edition. Where Detroit Edison proposed Code alternatives, identified hardships, or innpractical Code requirements, requests for relief are included. Some requests for relief that were previously approved for use n k.

I during the first 10-year interval are no longer required because of Code changes or approved Code Cases. In addition to relief requests submitted for the first interval, seven new relief requests are included. The requested relief does not adversely affect the health and safety of the public. The seven new relief requests are:

Enclosure 1 is a copy of the revised ISI/NDE program including all applicable Relief Requests. Detroit Edison is planning to implement the enclosed revision of the ISI/NDE program during the upcoming seventh Refueling Outage (RFO7) scheduled to stan on April 7,2000. In order to plan for RFO7, NRC approval of the ISI/NDE Relief Requests is requested by March 7,2000.
