Technical Specification Change for Emergency Equipment Cooling Water In Reference 2. Detroit Edison ecomitted to submit by November 30,                                              )
1991 an application for a Technical Specification change for the Emergency Equipment Cooling Nater (EECW) syst em. Our intent at that time was to delay the submittal until generic resolution of support system issues between NRC and industry was achieved. The status of this ef fort and the development of : Tech Spec change proposal for Fermi 2 was discussed with the NRC staf f on October 28, 1991.
    ,                   Although the generic issue has not yet been resolved, the receipt of Reference 3 has made it necessary to proceed with a proposed change for EECW on an expedited basis. As discussed on November 21, 1991 with the NRL, a delay beyond the November 30th date will be necessary.
We are currently planning to submit this proposed change as soon as possible but no later than December 17th, i
