     - NRC-88-0242 Page 1 BACKGROUND / DISCUSSION Technical Specification 3/4.3 2 - Isolation Actuation Instrumentation, Table 3 3 2-1 provides isolation actuation instrumentation requirements for the Reactor Core Isolation Coolirq (RCIC) system in Item 3 and similar requirements for the High Pressure Coolant Injection (HPCI) system in Item 4. Those requirements for both systems are applicabic in OPERATIONAL CONDITIONS 1, 2, and 3 Setpoints for these isolation signals are provided in Tab!e 3 3 2-2.
A description of the RCIC instrumentation and controls is contained in UFSAR Section 7.4.1.1 and for HPCI in UFSAR Section 7 3 1.2.1.
The ptoposed change applies specifically to Items 3.a.1 and 4.a.1. of Table 3 3 2-2, in that the mass flow rate number, in both the Trip Setpoint and Allowable Value columns, is deleted in each item. Also deleted is reference to ## footnote on the Trip Setpoint for each Item as the existing value has been found to be acceptabl .
The RCIC (HPCI) Steam Line Flow - High differential pressure (dp) signal acts to isolate the RCIC (HPCI) system upon a high dp as measured across an orifice located in the steam supply line near the source. Excessive steam flow develops a high dp signal that closes both RCIC (HPCI) steam supply valves, one inside and one outside containment, and trips the turbine stop valve closed. The purpose of the dp measurement is to detect a down stream steam lino break and isolate the leakage, an described in UFSAR Secticn 7.6.1.8.10.
The installed instrumentation provides analog signals to a signal conditioner where a trip signal is produced when the dp exceeds the fixed value as stated in Item 3.n.1 (4.a.1). There is no conversion to a mass flow rate value by the instrumentation.
Design calculations by Detroit Edison validate that the existing Trip Setpoints and Allowable Values for Items 3.a.1 and 4.a.1 are j      adequate. Start up tests have been conducted which verified that the Trip Setpoints and Allowable Values for differential pressure are conservative with respect to the mass flow rate values being deleted in this proposal. Therefore, the condition for the ** notation on the Trip Setpoints for Items 3.a.1 and 4.a.1 has been fulfilled. This proposed Technical Specification change deletes the ## notation from the Trip Setpoints in Items 3.a.1 and 4.a.t.
In conclusion, the mass flow rates were useful in the development of the Trip Se'. points and Allo w ble Values but are not available from the installed instrumentation. The ** notation for both the RCIC and HPCI Trip 3etpoints has been fulfilled. Therefore, this proposed change

The removal of the ## notation associated with other items of Table 3 3 2-2 is under evaluation and will be removed upon completion of calculations based on the result of other start up tests.

SIGNIFICANT HAZARDS CONSIDERATION In accordanct with 10CFR50.92, Detroit Edison has made a deteraination
          . hat the proposed amendment involves no significant hazards considerations. To mako this determination, Detroit Edison t at establish that operation in accordance with the proposed amendment would not: 1) involve a significant increase in the probability or consequences of an accident previously evaluated, or 2) create the possibility of a new or different kind of accident from any accident previously evaluated, or 3) involve a significant reduction in a margin of safety.
: 1) The proposed change to delete the mass flow rate and associated '9 from items 3.a.1 and 4.a.1 of Table 3 3 2-2 does not involve a significant increase in the probability or consequ3nces of an accident previously evaluated. The mass flow rate value is not produced by the installed instrumentation and it is not necessary nor required for the Trip Setpoint to perform the fun; tion of isolation of the RCIC (HPCI) system. The mass flow rate value was used in the design calculations of steam flow acro',e the steam line orifice and was used in developing the diffe ntial pressure setpoints and allowable values. The high
                /.p Tr ip Setpoint is not affected by the deletion of the mass flow rate value and **, nor is it changed by the proposed amendment.
Therefore, the change will result in no change to the assunptions or scenarios ustu to evaluate the probability or consequences of evaluated accidents.
: 2) The proposed change to delete the mass flow rate and associated ## from Items 3.a.1 and 4.a.1 of Table 3 3 2-2 does not create the possibility of a new or different kind of accident from any accident previously evaluated. The proposed change does not affect system operation, nor does it change the Trip Setpoints or Allowable Values based on dp, and no safety-related equipnent is altered. The mass flow rate value is not required to prevent any accident. Trip Setpoints and Allowable Values, based on dp, are retained "as is" for the two Items.

: 3) The proposed change to delete the mass flow rate and associated ## from Itets 3.a.1 and 4.a.1 of Table 3 3 2-2 does not involve a significant reduction in a margin of safety. The Trip signal generated by a high dp is not affected by this change and therefore the actuation and isolation function remains the same. Therefore, the removal of the mass flow rate numbers and associated ## does not reduce any aargin of safety.
Based on the abovn, Detroit Edison has d;termined that the proposed amendment does not involve a significant nazards consideration.
ENVIRONMENTAL IMPACT Detroit Edison has reviewed the proposed Technical Specification changes against ths criteria of 10CFR51.22 for environmental considerations. The proposed change does not involve a significant hazards consideration, nor significantly change the types or significantly increase the amounts of effluents that may be released offsite, nor significantly increase individual or cumulative occupational radiation exposures. Based on the foregoing, Detroit Edison concludes that the proposed Technical Specifications do meet the criteria given in 10CFR51.22(c)(9) for a categorical exclusion from the requirements for an Environmental Impact Statenent.
CONCLUSION Based on the evaluation above: 1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and 2) such activities will be conduct *d in compliance uith the Commission's regulations and proposed amendments will not be inimical to the common defense and security or to the health and safety of the public.
