Your cooperation is requested in expediting the review of the Westinghouse Topical Report, WCAP-9735, "MULTIFLEX 3.0 - A FORTRAN IV COMPUTER PROGRAM FOR ANALYZING THERMAL-HYDRAULIC-STRU 2 URAL SYSTEM DYNAMICS (III) ADVANCED BEAM MODEL." This topical report was isubmitted for review and approval in 1982.
To date, no approval has been forthcoming from your organization. The methodology contained in the MULTIFLEX 3.0 report has been utilized for analyses associated with Duquesne Light Company's Beaver Valley Unit 2. The review and approval of this document by the NRC has special significance to Westinghouse as well as Duquesne Light Company with respect to impacting the issuance of an operating license.
As previously discussed with the NRC reviewers, the MULTIFLEX 3.0 document is not an entirely new and unique model, but is similar in many ways to the previously reviewed and approved MULTIFLEX 1.0 model. To facilitate the review for all involved parties, Westinghouse has agreed to give a presentation which will highlight and provide necessary explanation / justification ' for the differences which exist between MULTIFLEX 3.0 and the approved model contained in the MULTIFLEX 1.0 report. This presentation would involve a walk-through of the mathematical and physical modeling differences as well as an addressment of Staff questions or concerns.
Westinghouse would like to resolve this issue in the very near future and preclude the possibility of interfering with the Beaver Valley Unit 2 licensing schedule in any way.       Scheduling of the above noted presentation should be completed through the appropriate Duquesne Light (bmpany licensing personnel.
