Paragraph IWA-6240 of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code, Section XI, 2001 Edition with addenda through 2003 requires submittal of the enclosed report.
The supporting inservice inspection documentation, e.g., examination plans and schedules, examination results and reports, examination methods and procedures, evaluation results, and corrective action and repairs, is available for review upon request at Vogtle Electric Generating Plant.

INTRODUCTION This report documents the examinations and tests performed at Vogtle Electric Generating Plant, Unit 1 (VEGP-1) between October 22, 2015 {end of the nineteenth (191h) maintenance/refueling outage, 1R 19}
and April 4, 2017 {end of the twentieth (20 1h) maintenance/refueling outage, 1R20} to meet the requirements of Article IWA-6000 of the American Society of Mechanical Engineers (ASME) Boiler and Pressure Ve~sel Code, Section XI, 2001 Edition with 2003 Addenda (Code) ..
This report also addresses Code-applicable repairs and/or replacements, which were documented since the last maintenance/refueling outage at VEGP-1 through the completion of the twentieth maintenance/refueling outage done per the 2001 Edition with 2003 Addenda. ABSTRACT - ASME CLASS 1 AND 2 Introduction/Status The ASME Boiler and Pressure Vessel Code, Section XI, 2001 Edition (Code), with the 2003 Addenda, is the applicable code for conducting inservice inspection activities during the third ten-year inspection interval at VEGP-1. Examinations and tests required by the Code are scheduled in accordance with "Inspection Program B" as defined in Code paragraphs IWB-2412 and IWC-2412. This "Owner's Report for lnservice Inspection" is for those third inspection period examinations and tests which were performed between October 22, 2015 (end of the 1R19 maintenance/refueling outage) and Apri14, 2017 (end of the 1R20 maintenance/refueling outage).
In addition to the summary of inservice inspection activities, this report addresses Code-applicable repairs and replacements documented at VEGP-1 since 1R19 through the end of 1R20. The Owner's Reports for Repairs or Replacements (Form NIS-2) are provided herein.
It should be noted that Authorized Nuclear lnservice Inspector (ANII) inspection services were provided for those examinations and tests required by the Code. ASME Section XI examinations and tests are itemized in the applicable sections by reference to Examination Category. Examinations which do not meet the Code-required coverage either reference request(s) for relief or indicate that additional relief is required.
Class 1 Examinations Selected Class 1 components were examined utilizing ultrasonic testing (UT), magnetic particle testing (MT), liquid penetrant (PT), and visual testing (VT) methods, as applicable. Specific components and examination areas are itemized in the applicable portions of this document.
In addition to examinations required by the Code, examinations were performed on components during the outage per the recommendations described in MRP-146 "Materials Reliability Program: Management of Thermal Fatigue in Normally Stagnant Non-lsolable Reactor Coolant System Branch Lines". During the performance of those examinations one component was discovered to contain ultrasonic indications that exceeded the Code acceptance criteria. A repair compliant with Code Case N-504-4 "Alternative Rules for Repair of Classes 1, 2, and 3 Austenitic Steel Piping" with the "Conditions" specified in Regulatory Guide 1.147 (Revision 17) was implemented to repair this component. Tab E "Reportable Indication Summary" includes additional details related to this reportable condition. The repaired component is identified as 11204-246-36-WOL-RB. The "Preservice Inspection" examination data is referred to in the examination summary table.
Class 1 System Pressure Tests Table IWB-2500-1, Examination Category B-P of the 2001 Edition with Addenda through 2003 of ASME Section XI requires the performance of a system leakage test (IWB-5221) each refueling outage. This system leakage test was performed prior to plant startup following the refueling outage. These visual examinations only revealed minor leakage and boron residue at mechanical connections.
In addition to the system leakage test required each refueling, IWB-5222(b) requires the system leakage test conducted at or near the end of each inspection interval to be extended to all Class 1 pressure retaining components within the system boundary. The requirements of IWB-5222(b) were satisfied during this refueling outage. No evidence of leakage was observed during this test.

Class 2 Examinations No Class 2 components were selected for examination for this portion of the 3rd Inspection Period.
Class 2 System Pressure Tests Table IWC-2500-1, Examination Category C-H of the 2001 Edition with Addenda through 2003 of ASME Section XI requires system leakage tests. The specific system leakage tests performed are itemized in the "System Pressure Tests" portion of this report document. The visual examinations performed during these system leakage tests found only minor leakage or residue at mechanical joints such as valve stem packing and at flanged connections. These leakage conditions were either corrected or evaluated and determined acceptable for continued system operation.
Class 1 and 2 Component Supports No Class 1 and 2 component supports were selected for examination for this portion of the 3rd Inspection Period.
Class MC Containment Examinations (IWE)
General Visual, VT-3 and VT-1 examinations were performed on Class MC Pressure Retaining components with their integral attachments. These examinations were performed in accordance with ASME Section XI, Subsection IWE of the 2001 Edition through the 2003 Addenda and were performed using procedure NMP-ES-024-207 "General Visual Examination (IWE)". Per procedure NMP-ES-024-207, the pressure retaining bolting and the containment pressure boundary was examined for defects that could violate its leak-tightness or structural integrity.
Personnel performing the examinations were qualified in accordance with procedure NMP-ES-024-1 00 "Procedure (Written Practice) for Qualification and Certification of Nondestructive Examination Personnel".
Optical aids such as flashlights, mirrors and binoculars were used when performing the examinations that included both direct and remote visual examination methods.
Categorv E-A. Containment Surfaces A General Inspection of 100% of the interior accessible surface of the liner plate was performed and documented by surveillances 84303-1 01-SNC720723 and 84400-1 01-SNC808887. All accessible areas in the reactor cavity area were performed in 1R19 by surveillance 84303-1 01-SNC565724. A General Inspection of 100% of the exterior accessible surface of the liner plate (the piping penetrations outside of containment for examination of the backside of the liner plate) was performed and documented by the surveillances mentioned above. All anomalies consisted of surface rust, debris, scratches, discolorations, arc strikes, etc. and were evaluated as not affecting the structural integrity or leak tightness of the containment pressure boundary.
The following containment pressure boundary bolted connections were examined while the connections were disassembled for work activities. VT-1 or VT-3 examinations were performed to fulfill the requirements.
No anomalies of the examined components were identified. Examinations were performed under work orders SNC586199, SNC594914, and SNC549207. Results of examinations are documented by surveillance 84303-1 01-SNC720723.

Class CC Containment Examinations CIWL)
General Visual examinations were performed on Class CC Containment (IWL) prior to 1R20 to satisfy Appendix J requirement for general visual inspection to prepare Integrated Leak Rate Test. Results of examinations are documented by surveillance 84400-101-SNC808887.
Status of Examinations Required for the current Interval Refueling outage 1R20 was the last refueling outage of the 3rd Inspection Interval. The examinations credited to the 3rd Inspection Period during refueling outage 1R20 and earlier refueling outages in the 3rd Inspection Interval represent 100% of the total Class 1 and 2 scope for the 3rd Inspection Interval except for those examinations which have been approved for deferral by the Nuclear Regulatory Commission. In addition , VEGP Unit 1 is within ASME Code compliance, pending NRC approval of the volumetric and/or surface examination limitations. Requests for relief will be submitted within the required time frame specified by 10 CFR 50.55a.
Selected components are identified in the examination summary tables as credited to the 4th Inspection Interval. These 1R20 refueling outage selected examinations are credited to the 1st Inspection Period of the 4th Inspection Interval as allowed by ASME Section XI, paragraph IWA-2430(d)(3) " .. . an inspection period may be reduced or extended by as much as one year to enable an inspection to coincide with a plant outage".
Applicable Code Cases The applicable Code Cases are identified in Enclosure 4, Volume 1 of the VEGP Units 1 and 2 lnservice Inspection Plan, Third Inspection Interval. The Code Cases and limitations of use are derived from Revision 14, 15, 16 and 17 of NRC Regulatory Guide 1.147.

SYSTEM PRESSURE TESTS
* The following system pressure tests on Class 1 and Class 2 components were performed after the last refueling outage (1 R19) through the completion of the twentieth refueling outage (1 R20). The system pressure tes~s indicated below include system leakage tests for:
* Class 1 components (IWB-2500-1, Examination Category 8-P),
* Class 2 components (IWC-2500-1, Examination category C-H) not required to operate during normal plant operation are identified as "Test Numbers" 84003-103 through 84003-114, and,

The following Indication Notification Form and Condition Report were issued due to "reportable" indications or conditions being observed during the examination of either Class 1 or 2 components typically examined per the requirements of Table IWB-2500-1 or Table-IWC-2500-1. Referenced attachments are available at the VEGP plant site for review upon request. SNC defines "reportable" as volumetric, surface or visual examinations with indications/conditions exceeding specified acceptance standard of ASME XI, thus requiring "analytical evaluation". Volumetric and surface examinations meeting the applicable acceptance standards are not considered "reportable", and will not necessarily be indicated on the table below. Generation of an "Indication Notification Report" and /or "Condition Report" as specified in the below table does not necessarily indicate a Code "Reportable" condition.

This component is under the MRP-146 surveillance for thermal fatigue cracking.
The indications were evaluated to the applicable ASME acceptance standard (Table IWB-3514-2) and were determined to be unacceptable. (Reference Condition Report 10345327)
Applicable Code: 2001 Edition with 2003 Addenda of ASME Section XI, applicable Category number- R-A; Item Number-R.11. The program plan references Code Case N-716 which references Table IWB-3514-2 for acceptance criteria.
The indications are in the axial direction identified using a curved 45" wedge. This configuration/location was examined on all remaining Loops. The UT examinations were performed using PDI, Appendix VIII procedures and personnel with additional training on MRP-146 material. This technique was developed for high-cycle thermal fatigue.
Reducer dimensions- 3.5" OD x 0.438" wall; 3 major indications with largest dimensions of 0.1 0" deep by 1. 75" length.
The area of the indications is bounded by a rectangle with dimensions of 2. 75" in the circumferential direction and 1. 75" in the axial direction.

This is unacceptable per the table.
Comments A repair compliant with Code Case N-504-4 with the "Conditions" specified in Regulatory Guide 1.147 (Revision 17) was implemented.
Design Change SNC853163, Work Order SNC852693, and PCI document Pl-912164-01 contains the specific details. The repair was certified on the NIS-2 Form for Traveler 852693-T1.
