Ladies and Gentlemen:
In accordance with license condition 2.D.(7)(a) of the Vogtle Electric Generating Plant (VEGP)
Units 3 and 4 Combined Licenses, Numbers NPF-91 and NPF-92, respectively, Southern Nuclear Operating Company (SNC) is required to report, within 30 days, a change made to the Initial Test Program described in Updated Final Safety Analysis Report (UFSAR) Chapter 14, in accordance with 10 CFR 50.59(d) or in accordance with 10 CFR Part 52, Appendix D, Section VIII, Processes for Changes and Departures.
On October 1, 2019, SNC approved Licensing Document Change Request (LDCR) 2019-094, changing the Initial Test Program described in the VEGP Units 3&4 UFSAR, to remove duplicate data, ensure consistency within the licensing basis and align test descriptions with system design as follows: (1) removes the two-of-four reactor coolant pump (RCP) coastdown test from the reactor coolant system pre-critical flow coastdown tests (Subsection 14.2.10.1.18); (2) removes the cold condition control rod tests before first criticality (Subsections 14.2.10.1.13 and 14.2.10.1.14); (3) clarifies the use of temporary neutron detectors as optional during initial fuel load testing (Subsections 14.2.10.1.3, 14.2.10.1.4, and 14.2.10.1.5); and (4) removes the test requirement for low capacity chilled water system (VWS) pump discharge pressure monitoring (Subsection 14.2.9.2.9).
On October 4, 2019, SNC approved LDCR-2019-086, changing the Initial Test Program described in VEGP Units 3&4 UFSAR Subsections 14.2.9, Preoperational Test Descriptions, and 14.2.10, Startup Test Procedures, to reflect the VEGP Units 3&4 plant design changes, clarifications to performance criteria, and modifications to the testing based on lessons learned from startup testing programs at currently operating plants. These changes impact the following UFSAR Subsections:

These departures from Tier 2 information in the UFSAR (which include the plant-specific DCD) were evaluated in accordance with 10 CFR 52 Appendix D Section VIII, and it was determined that these changes did not involve changes to Tier 1 information, Tier 2* information, or the Technical Specifications. The evaluations also determined that prior NRC approval for these departures was not required.
