Enclosure Summary This Measurement Uncertainty Recapture (MUR) Power Uprate Startup Ascension Summary Report is being submitted to the NRC in accordance with the McGuire Selected Licensee Commitment (SLC) 16.14.1, which requires the submittal of a startup report following an amendment to the license involving a planned increase in power level.
In accordance with the SLC, the startup report shall address each of the applicable tests identified in the U FSAR Section 14.3 and shall include a description of the measured values of the operating conditions or characteristics obtained during the test program and a comparison of these values with design predictions and specifications. Any corrective actions that were required to obtain satisfactory operation shall also be described. Any additional specific details required in License Conditions based on other commitments shall also be included in this report.
On May 16, 2013, the NRC issued License Amendment Nos. 249 and 269 for McGuire Nuclear Station (McGuire), Units 1 and 2, which allowed an increase in the maximum reactor power level from 3411 megawatts thermal (MWth) to 3469 MWth. A mid-cycle power ascension test was subsequently performed for Unit 2 in November 2013. A post refueling outage power ascension test was subsequently performed for Unit 1 in November 2014. The power ascension test methodology was to increase power gradually in one phase from the pre-MUR 100% power level of 3411 MWth to the new 100% of 3469 MWth.
MUR Power Uprate Background In order to support the MUR power uprate, several plant modifications were performed.
Improved accuracy leading edge flow meter (LEFM) spool pieces were installed on all four feedwater lines. Prior to the uprate, LEFM system data was collected and compared to the existing feedwater flow measurement system (ASME nozzle) to verify consistency. The electrical portion of the LEFM system was installed including Operator Aid Computer (OAC) software modifications.
In addition, the High Pressure Turbines were replaced, the Main Generator Stators were refurbished, and Stator cooling water systems were replaced on both Units. These improvements were made to obtain the new 100% power level during peak summer operating conditions.
MUR Power Uprate Ascension Testing An extensive testing and monitoring plan was developed and executed to verify performance of the new LEFMs, monitor plant performance, identify any anomalies, and ensure adequate margin is maintained.
The Unit 2 uprate was performed prior to Unit 1 and as a mid-cycle uprate. The uprate test procedure for Unit 2 began on October 24, 2013. The evolution was controlled via test procedures TT/2/A/105886/001 and TT/2/A/105886/003. The new 100% power level 1

(3469MWt) was reached on November 20, 2013. A summary of the activities performed under these test procedures included:
* Rescaling of Main Steam and Feedwater flow indications on the OAC and the Ovation Distributed Control System (DCS)
* Calibration of the Feedwater flow transmitters
* Calibration of the 7300 P-13 Interlock and C-5 Permissive setpoints
* Rescaling of Turbine Inlet Pressure and Runback parameters in the Turbine Control System and DCS, as applicable, including calibration of Turbine Inlet Pressure Switches that provide input to AMSAC and Main Generator Lockout permissives.
* Implementation of OAC changes to revise rated thermal power to 3469MWt and switch to LEFM for use in thermal power best estimate (TP8E) calculations.
* Calibration of Intermediate and Power Range nuclear instrumentation.
* Calibration of Wide Range Neutron Flux monitors
* Calibration of 7300 Delta-Temperature (D/T) gains
* Calibration of Primary to Secondary Leakage Radiation Monitors
* Adjustment of the Turbine Governor Valve curve The Unit 1 uprate activities above (rescaling and calibrations) were performed during the M1 R23 refueling outage in September 2014. The evolution was controlled via test procedure TT/1/A/105885/001. The uprate test procedure began on September 13, 2014. Startup of Unit 1 coming out of the outage was performed as usual until 98.3% RTP (3411 MWt) was reached.
The new 100% power level (3469MWt) was reached on November 23, 2014 after the refueling outage.
Prior to increasing power to the new 100% RTP (3469MWt), data was collected on each unit for hundreds of variables for use in comparison to operation at the new uprate conditions. System Engineers were assigned parameters to monitor during power ascension and walkdowns were performed to monitor for any system anomalies. Power was slowly increased from the 98.3%
RTP (3411 MWt) to the new MUR 100% RTP (3469MWt). Once the new 100% power level was reached, Reactor Engineering performed a manual TP8E calculation and flux map (Core power distribution). Additionally, data was collected at the new 100% power level for comparison with the pre-uprate conditions.
The data collected was compared to acceptance criteria or existing alarm limits. Engineering evaluated the data to verify that adequate margin was maintained and that there were no unexpected performance issues. Attachment 1 is a summary of the results for key parameters for which criteria were established. Summary of the core power distribution test results before and after the uprate for each Unit are provided in Attachment 2.
During the Unit 2 uprate, two parameters were slightly out of tolerance; 2A and 28 Reactor Coolant System (NC) loop average narrow range hot leg temperature. Engineering ev~luated these deviations and determined they were acceptable based on 2A and 28 NC loop average temperature$ being acceptable and the presence of noise in the signals. Similar Unit 1 uprate parameters were closely monitored by Engineering and evaluated to be acceptable also.
USFAR Section 14.3 testing was considered when determining the required testing to be performed for the power uprate. Since both Units performed power ascension from the old 100%, no Zero Power Test Phase (UFSAR Section 14.3.2) activities were performed. Similarly, the Flux Symmetry Check - Low Power, Core Power Distribution - Intermediate Power, and Hot 2

Zero Power (HZP) to Hot Full Power (HFP) Reactivity Difference (UFSAR Section 14.3.3) tests were not applicable. Core Power Distribution - High Power was performed before and after the uprate.
No significant performance or margin concerns were identified and no corrective actions were required. Summary of core power distribution test results before and after the uprate for each Unit are provided in Attachment 2.
Conclusion Overall plant performance during power ascension and at the uprated power level was verified to be acceptable and as predicted for each Unit. No corrective actions were required. All test procedures on each Unit were completed successfully.
