SbdJECT:            Special Report on Inoperability of Fire Protection Equipment The Omaha Public Power District (0 PPD), holder of Operatir.g License DPR-40, submits this report pursuant to the requirements of Fort Calhoun Station (FCS)
Unit No. 1, Technical Specification (TS) 2.19, " Fire Protection System."
Techn' cal Specification 2.19(7) requires that all penetration fire barriers protectingsafety-relatedareasshallbefunctional(intact).                               With a penetration fire barrier non-functional, within one hour, either a continuous fire watch is to be established on at least one side of the affected penetration, or the operability of fire detectors on at least one side of the penetration is to be verified and an hourly fire watch patrol established. The non-functional penetration is to be restored to functional status within seven days, or a report is to be prepared and submitted to the Nuclear e gulatory Commission pursuant to TS 5.9.3 within an additional 30 days.
On Octoter 29, 1992, a significant amount of foam was removed from the surface of fire barrier penetration 77-F-282 in support of an electrical maintenance activity that required removal of the foam to locate a cable. A sufficient
             . amount of foam was removed to render the seal inoperable as a fire barrier.
Insufficient foa ,was available in stock to completely repair'the seal, so additional foam was ordered. Appropriate compensatory measures, as required by TS 2.19(7), were in place prior to removal of the foam, and remained in place t
until the seal was repaired. The penetration seal was repaired and returned to operability on November 9, 1992.
