Special Report on Inoperability of Fire Protection Equipment Gentlemen:
The Omaha Public Power District (OPPD), holder of Operating License DPR-40, submits this special report pursuant to the requirements of Fort Calhoun Station Unit No.1 Technical Specification 2.19, " Fire Protection Systems".
Fort Calhoun Station Unit No. 1 Technical Specification Section 2.19(7) requires that all 'mnetration fire barriers protecting safety-related areas be funictional (intact).                                                    With a penetration fire barrier non-functional, within one hour, either a continuous fire watch is to be established on at least one side of the                                                                                         -
affected penetration, or the operability of fire detectors on at least one side of the penetration must be verified and an hourly fire watch patrol established. The non-functional penetration must be r6 stored to functional status within seven days or, failing thet, a report to the Nuclear Regulatory Commission pursuant to Technical Specification 5.9.3 is to be prepared end submitted within an additional 30 days.
On October 23, 1991, both barrier penetration 19-E-39, between Room 19 and the Turbine Building, and the concrete block wall at the east end of Corridor 4 were breached to support long term maintenance on the Raw Water / Component Cooling Water heat exchangers.                  A decision was made to maintain the breaches for the duration of the maintenance activities ansociated with the heat exchangers due to the considerable amount of time (approximately one man-day) required to restore the barriers at the end of a work week and remove them at the beginning of the subsequent work week.         Work is still in progress and, as a result, these barriers have not been restored to functional status at t.his time.

U. S. Nuclear Regulatory Commission LIC-91-0277S Page 2 Specification 2.19(7), were instituted prior to implementing the impairments and will remain in place for the duration of the impatrments. The fire barriers will be restored prior to January 31, 1992, pending completion of heat exchanger main-tenance.
