OPPD Communications Assessment Response to NRC Request for Information Pursuant to Title 10 of the Code of Federal Regulations 50.54(f)
Regarding Recommendation 9.3, Emergency Preparedness, of the Near-Term Task Force Review of Insights from the Fukushima Dai-ichi Accident On March 12, 2012, the NRC issued Reference 2 to all power reactor licensees and holders of construction permits in active or deferred status. Enclosure 5 of the letter contains specific requested actions and requested information associated with Recommendation 9.3 for Emergency Preparedness (EP) programs. In accordance with 10 CFR 50.54, "Conditions of licenses," paragraph (f), addressees were requested to submit a written response to the information requests. The letter also provided requested due dates for written responses.
In accordance with Reference 2, on May 9, 2012, the Omaha Public Power District (OPPD) submitted (Reference 3) an alternative course of action for providing the requested information.
The alternative course of action included revised due dates and the basis for those dates.
As described in Reference 3, this letter transmits responses to the following information requests.
S    Recommendation 9.3, Emergency Preparedness; Communications Request #1 0    Recommendation 9.3, Emergency Preparedness; Communications Request #3 Enclosure 1 provides OPPD's assessment of the current communications systems and equipment used during an emergency event, identification of enhancements that are needed to 044&#xfd; Employment with Equal Opportunity 044,

Nuclear Regulatory Commission LIC-12-0156 Page 2 ensure communications are maintained during a large scale natural event and an implementation schedule of the time needed to implement the results of the communications assessment. Enclosure 2 provides a summary of the communications assessment.
The assessment (Enclosure 1) identified the following items, which will improve onsite and offsite communications:
     "   Three (3) additional satellite handsets will be purchased        to enhance    Security communications with off-site agencies.
* External antennas for the hand-held satellite phones will be installed at emergency response facilities (Control Room (CR), Technical Support Center (TSC), Operations Support Center (OSC), and Emergency Operations Facility (EOF)) to enable the use of satellite phones inside these facilities.
* Cellular phone boosters will be installed at emergency response facilities (CR, TSC, OSC, and EOF) to improve cellular phone reception inside these facilities.
* A mobile 800 MHz          radio trailer   capable of restoring onsite 800 MHz radio communications will be designed and purchased.
These items are considered regulatory commitments as described in Enclosure 3.
