The purpose of this letter is to provide you with a formal description of Combustion Engineering's efforts to advance our System 80RPressurized Water Reactor design. In conjunction with a Department of Energy program, Combustion Engineering is revising its System 80 design --
including consideration of the EPRI Advanced Light Water Reactor Design Requirements Document -- and would be interested in seeking NRC approval under the soon-to-be-revised Standardization Policy. This letter is also intended to assist you in identifying the resource arrangements necessary to support the additional licensing of such an improved design.
Combustion Engineering has fully supported the NRC's efforts to advance the use of standardization and the concomitant streamlining of the licensing process. We believe such an approach is in the national interest by reducing dependence on foreign energy sources and reducing the trade deficit. We have appreciated being able to work with the NRC staff over the years in rese,1ving the many issues which were necessary to ectablish the current regulatory confidence in our System 80 design.
Although our System 80 design already contains many features considered as " advanced", Combustion Engineering is actively participating in the current national effort to develop Advanced Light Water Reactor (ALWR) designs. Our participation in this program consists of four interrelated projects. First, Combustion Engineering has formed a team with Duke Power Company to participate in the EPRI Advanced Light Water Reactor Utility Requirements Document project. Second, we have been selected by the Department of Energy as a contractor in their Design Verification Program to demonstrate that a design which conforms to the EPRI Requirements Document can be certified in the licensing process. Third,                 n we have been selected by the Department of Energy to perform develop-               @8J ment efforts as part of their Advanced Instrumentation and Controls Program. Overall, we are proud to be one of the leading participants in the national ALWR effort and we intend to do our best to assure that the programs will achieve their objectives of maintaining and enhancing the nuclear option.
Over the past several months, we have been actively reviewing our plans with the NRC staff. (A copy of the slide package from our most recent meeting is enclosed.) In our meetings, we have discussed the benefits of establishing at least an interim Licensing Basis Agreement so' that a meaningful review could proceed, even in the absence of a final Commission Policy on standardization. Our feeling is that the Licensing Basis Agreement can be a road map to the review process but should avoid trying to be a specification of the requirements themselves. It would be most helpful, therefore, if the Licensing Basis Agreement could be limited to the processes and standards which will be used by both our staffs in this important undertaking.
The Combustion Engineering overall schedule, included in the Enclosure, is consistent with the previously announced EPRI schedule. Although the CESSAR changes will be submitted in modules -- consistent with the EPRI Requirements Document submittal schedule -- the NRC's review should be greatly facilitated because CESSAR-F already provides a description of the entire System 80 design as it currently exists. For example, when new sections of CESSAR are submitted, reviewers will be able to refer to other sections of CESSAR for baseline design information.
Since Combustion Engineering's overall schedule is closely tied to the previously announced schedules of EPRI and the Department of Energy, we are looking forward to establishing at least an interim Licensing Basis Agreement with you as soon as possible. Combustion Engineering will be     '
providing a proposed draft agreement within the next month and suggests that detailed discussions begin at that time.
