Re:   St. Lucie Unit     1                                     'b Docket No. 50-335 Proposed Amendment to Facilit   0   crating License DPR-67 Xn accordance with 10 CFR 50.30, Florida Power G Light Company submits herewith three (3) signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating License DPR-67.
This proposal has been prepared in response to a September 19,
,1977  letter from Mr. Don K. Davis of your staff requesting that we submit a proposal to delete the requirement in our Technical Specifications for an Annual Operating Report. The proposed amendment is described below and is shown on the attached Technical Specification page 'earing the date of this letter in the lower right hand corner.
Page 6-14 Specification 6.9.1 (Routine Reports and Reportable Occurrences) is revised to delete the requirement for an Annual Operating Report.
Mr. Davis'etter also requested that we concurrently modify the content of our required Monthly Operating Report in accordance with three revised formats which accompanied his September 19 letter. We plan to use the revised formats starting with our monthly report for January, 1978. Along with the three report formats, we will provide a monthly "Narrative Summary of Operating Experience" that describes the operation of the facility, includ-ing major safety-related maintenance.             Xn lieu of the 1977 Annual Operating Report we will submit a one-time only "Narrative Summary of Operating Experience" for calendar year 1977. To accommodate submittal of the expanded monthly report without affecting our existing organization, we request that the due date be extended from the tenth to the fifteenth of each month following the.

ADMINI STRAT IVE      CONT ROLS 6.8.3 Temporary changes to procedures of 6.8.1 above            may be made provided:
I a.'The intent of           the original procedure is not altered.
: b.        The change   is approved by two members of the plant management-s staff, at least one of whom holds a Senior Reactor Operator's License on the unit affected.
: c.       The change   is  documented, reviewed by the FRG and approved=by the Plant Manager within 14 days of implementation.
6.9    REPORTING RE UIREHENTS ROUTINE REPORTS AND REPORTABLE OCCURRENCES 6.9.1       Information to be reported to the Commission. in addition to the reports required by Title 10, Code of Federal Regulations, shall be in accordance with the Regulatory Position in Revision 4 of Regulatory Guide 1.16, "Reporting of Operating Information - Appendix "A" Technical Specifications," with the exception of the Annual Operating Report which is not required. A tabulation of occupational exposure data shall be submitted annually.
SPECIAL REPORTS 6.9.2'pecial reports shall             be submitted to the Director of the Office of Inspection        and Enforcement Regional Office within the time period specified for        each report. These reports shall be submitted covering the  activities identified         below pursuant to the requirements   of the applicable reference specification:
             'a ~     Inoperable Seismic Monitoring Instrumentation, Specification 3.3.3.3.
: b.       Inoperable Meteorological Honitoring Instrumentation,
                     'Specif ication 3.3.3.4.
