==Dear Sir:==

The Authority is rescheduling several commitments associated with the upgraded.
Emergency Plant Information Computer (EPIC) as recently submitted in the revised response to Generic Letter 83-28 (Reference 1). The commitments involve testing EPIC software                                      !
enhancements and performing an engineering study to confirm and document that the data points available on EPIC are necessary and sufficient for post trip analysis. The schedules in .                         l Attachment I supersede those included with the Authority's prior response.                                                l l
The new completion schedule for the EPIC upgrade is, in part, a result of unscheduled                                ;
plant shutdowns during 199L and changes to the 1993 fall maintenance outage schedule.
l The FitzPatrick EPIC has two redundant central processing units (CPUs). The upgrade of                               ;
the " Host B' CPU is approximately eighty-five percent complete. Host B has been installed                               !
and has operated as the system master since July 1993. Since then, it has demonstrated an .
ava!! ability in excess of 99.9 percent.
However, initial EPIC acceptance testing was not satisfactory and completion of the EPIC L performance test program was delayed by the necessity for additional software revisions, testing, and changes in outage schedules. These events delayed subsequent elements of the .
test program. A fall 1993 outage delay of several weeks precipitated changes in outage work scope and necessitated reallocating engineering resources. Specifically, the test of Host B's ability to measure control rod scram times was unsatisfactory during a June 1993 test.
Although the problem was identified and corrected, a retest could not be conducted until scram time testing was next performed during the subsequent plant startup. Scram time .

testing for both EPIC CPUs was satisfactorily completed during startup from the recent fall l maintenance outage.                                                                         l l
A draft report addressing the adequacy and necessity of EPIC computer points has been   ,
received by the Authority. Additional time is necessary to finalize the report and resolve  l several significant comments. The engineering resources necessary to make these changes on an accelerated schedule have been allocated. Since the completion of this report has     !
been rescheduled, the schedule for the instailation of any modifications recommended by the l report was also rescheduled.                                                                !
Component procurement and engineering associated with the addition of several EPIC points to the Post-Trip and Sequence of Events logs were delayed due to limited engineering resources.
Due to a typographical error, the updated response erroneously indicated that SBM switches would be added to the Master Equipment List (MEL) by the end of 1993. The correct date for the completion of this work is December 31,1994.
