Tbrmal Ceramics Inc. Fire Barriers The Authority currently uses an FP-60 barrier system in one location at FitzPatrick to separate redundant trains of Appendix R safe shutdown equipment. FP-60 is used to protect i        approximately 60 feet of armored power cable for switchgear. The cable is routed in a tray and free air at the south end of the West Cable Tunnel. The system is designed as a 1-hour fire lated assembly. As used in this application, FP-60 is operable and capable of performing its intended function.
The adequacy of the fire banier configuration was previously reviewed by the NRC as an unresolved issue in a 1992 Inspection Report (Reference 5, URI 333/92-80-078, Section 2.4.1.3, pages 28 and 29) and was subsequently closed in a follow-up inspection (Reference 6, Section 2.9, page 10).
l        Copyrighted Test Report The Authority submitted a prior response to these five questions (Reference 1). That response was retumed to the Authority because it included a test report (Reference 3) copyrighted by Underwriters Laboratories Inc. The Authority is resubmitting its response without the copyrighted report.

ATTACHMENT TO JPN-93-064 RESPONSE TO 10 CFR 50.54(f) REQUEST FOR ADDITIONAL INFORMATION REGARDING FIRE BARRIERS MANUFACTURED BY THERMAL CERAMICS,INC.
NRC QUEGTION 1:
If you are currently using the FP-60 fire barriers, manufactured by Thermal Ceramics, Inc., to meet your current licensing basis, provide the technical basis which demonstrates its acceptability for your facility.
NYPA RESPONSE:
FP-60 is used to protect approximately 60 feet of armored power cable 1HOEBBH001 for the 71L16 switchgear. The cable is routed in a tray and free air at the south end of the West Cable Tunnel. The FP-60 fire barrier system has been evaluated and found acceptable as a 1-hour fire rated barrier. The basis for this is summarized below:
e       The barrier system was tested in accordance with the Underwriters Laboratories Inc.,
File R11044-1, Project 84NK8356, Thermal Ceramics (Babcock & Wilcox) Fire Test Report, " Electrical Circuit Protective Materials", dated March 22,1985 (Reference 1).
This test report was provided to the NRC by Thermal Ceramics, Inc., as discussed in NRC Information Notice 93-40 (Reference 2). System 8 qualifies the barrier system installed for power cable 1HOEBBH001.
e      As stated on page T1-2 of the test report (Reference 1), each conductor of each cable was energized and monitored for circuit integrity throughout the fire endurance and hose stream tests. Post-test observations of System 2, indicated that the barrier system remained intact during the fire exposure and hose stream tests with no electrical faulting by any of the electrical circuits, Since System 8 consists of cables that come out of System 2 (see illustration A8 of Reference 1), the Authority concludes that the above discussed System 2 results are applicable to System 8.
e      While there were no post-test observations of System 8, post-test observations of other systems indicated that the PVC jacket of the protected cables were melted or fused, or blistered. However, in these systems, the cross-linked polyethylene (XLPEi insulation of the individual cable conductors was undamaged. Therefore, the Authori.y concludes that the insulation of the individual cable conductors associated with System 8 was also undamaged.
4      The insulation of both the tested and the installed cable is made of thermosetting material which, by definition, cannot be softened to the flow point by heating after it has cured.
l        0      The sudden temperature increase at approximately 50 minutes into the fire exposure test was attributed to an intemal fire which melted the PVC cable jacketing. The finish or cable Jacket of the cable as installed at FitzPatrick, is different. At FitzPatrick the cable is finished with galvanized steel (i.e., armored cable) not PVC. While PVC is l
combustible, galvanized steel is not.

In Reference 3, armored power cable 1HOEBBH001 is called armored cable 1 AH114BE. The cable and raceway system uses a series of unique numbers with prefixes to identify the routing of each cable. The "1 A" prefix is for armored cable suspended in free air, similarly the    '
        "1C" prefix is for conduit and the "1T" prefix is for tray. Thus,1 AH114BE represents cable 1HOEBBH001 for a short distance when it is suspended in free air.
r in Reference 4, cable 1HOEBBH001 is mistakenly called a conduit instead of an armored cable. Also Reference 4 states that cable 1SWVARK003 uses the FP-60 fire barrier system,             l when this cable actually uses the HYMEC fire banier system.
l NRC OUESTION 2:
Provide any test reports that document the fire endurance nr ampacity derating characteristics      -
of the FP-60 fire barriers.
i NYPA RESPONSE:                                                                                       ;
l       The test report (Reference 1) documents the fire endurance sara';teristics of the FP-60               -
system used at FitzPatrick. As discussed in the Responec to vuestion 1, the FP-60 fire barrier system has been evaluated and found acceptable se a 1-hour fire rated barrier.
Ampacity was determined by analysis (Stone & Webs'.er Engineering Corp. Calculation 14620-08-E-3, Reference 5). This analysis, which provided the ampacity for a wrapped power          i cable installed in free air, used the Neher McGrath method for calculating ampacities               !
(Reference 6). The ampacity was calculated to be 134 Amps continuous and 169 Amps for               i short time operation (up to 100 hours). The equivalent connected load for switchgear 71L18           ,
(600v bus) is approximately 120 Amps at 4Kv. Therefore, the cable is adequately sized for its application considering the FP-60 fire barrier system.

NYPA RESPONSE:
FP-60 separates redundant trains in one location, the West Cable Tunnel (Fire Area IC,                               i Fire Zone CT-1), where it protects armored power cable 1HOEBBH001 for the 71L16                                     ;
switchgear. This cable is routed in tray at the south end of the tunnel. It was installed in the 1986 time frame (Modification F1-85-065).
NRC QUESTION 4:                                                                                                     l Provide an approximation of the quantity of FP-60 fire barriers that is installed in your facility to meet your current licensing basis. i Perform an operability analysis of the FP-60 fire barrier as it is installed in your facility and provide the results of your analysis.
o NYPA RESPONSE:
The barrier system is operational based on a visual inspection and the evaluation summarized in Question 1.
The field installation procedure (F1-85-065, IP-E1) was compared to the installation                                         i requirements in the Thermal Ceramics Installation Guide. The installation procedure followed                                 !
the Installation Guide with the exception of the method of attachment of the " Hardware Cloth".
The installation Guide specifies attachment by steel banding while the installation procedure allowed the use of fasten clips (or " hog rings"). The visual inspection found no other                                      :
differences.
The difference (i.e., the use of " hog rings") is negligible and does not affect the ability of the FP-60 system to achieve a 1-hour fire rating. The " Hardware Cloth" protects the system against physical damage in high traffic areas and is optional according to the UL listing. The                                ,
West Cable Tunnel is not considered a high traffic area.                                                                     i i
