I am responding to your letter of November 12. 1996. in which you appealed Mr.
Russell A. Powell's response of December 10. 1996. In his response to your Freedom of Information Act (F0IA) request for records that the Commission considered or reviewed in connection with its preparation of a staff requirements memorandum regarding financial assurance for General Atomics facilities. Mr. Powell denied five records in their entirety and portions of             ;
two records. This letter will address record B2. The Secretary of the Commission will respond separately with regard to records B1 and C1 through C5.
