Pursuant to 10 CFR 50.4 and 10 CFR 50.54(q), enclosed is a report of Revision 27 to the Humboldt Bay Power Plant (HBPP) Emergency Plan, effective May 7,1998. The changes in the revision did not decrease the effectiveness of the plan. As stated in the regulation 10 CFR 50.54(q), "If a change is made without (NRC) approval, the licensee                                          ,
shall submit . . a report of each change within 30 days after the change is made." The                                         l t
enclosure constitutes such a report.
The updated Emergency Plan has already been distributed to NRC Region IV in accordance with HBPP procedures for processing controlled copies of the plant manual, and is not included as part of this submittal.
