                         . Custodial SAFSTOR Facility Quality Assurance Plan, Revision 3 Gentlemen:
PGandE hereby' submits the Custodial SAFSTOR Facility Quality Assurance Plan, Revision 3. This revision supersedes Revision 2, which was submitted in
                  -PGandE Letter HBL-86-019, dated May 23, 1986.
The revision differs from the previous submittal in the following areas:
                  -a)    - Section 1.2.a - The packaging and transportation _ of radioactive material activity was clarified by adding "within the scope of 10 CFR 71."
b)      Section 3.1.6 - The fire rating for storage containers for SAFSTOR records was. changed to one hour, c)      Section 3.1.7 - The audit frequency specified was corrected to agree with that currently applicable to Humboldt Bay Power Plant Unit 3 (i.e., "at least once every 24 months.")
d)      Section 3.1.7 - Reference to the Regulatory Guide was corrected in two places.
e)      Section 3.3 - The intent of this section was clarified by adding "within the scope of 10 CFR 71."
Changes are indicated with vertical lines in the right-hand margin.
