SCOPE To assure that the health and safety of the general public is protected in L                  the event of an accident at the Vogtle Electric Generating Plant (VEGP),
the Georgia Power Company (GPC) conducts annual emergency preparedness exerci ses.
The 1989 exercise at the VEGP involves mobilization of GPC personnel and resources in response to simulated accident conditions.       Exercise " par-ticipants" will not have any prior knowledge of the accident conditions to be simulated, including the operational sequences, radiological releases and weather conditions. Onsite facilities will be activated in accordance with appropriate emergency response procedures. Due to the compressed timeline, some portions of the GPC emergency organization may be prepo-sitioned. The states of Georgia and South Carolina and the counties of          .
Aiken, Allendale, and Barnwell will participate in communications only.
Burke County plans to participate fully for training purposes only and will not be evaluated by FEMA.
Radiological medical em9rgency, semi-annual health physics, an1 annual          i communication drills will be integrated into the scenario.      The medical emergency will test the ability of the designated hospf tal and emergency       !
medical services to handle a contaminated and injured patient.
The overail intent of the exercise is to demonstrate that the GPC staff assigned responsibilities in an emergency situation are adequately trained to perform in accordance wito the VEGP Emergency Preparedness Plans and         '
Froceduret.
II. OBJECTIVES The Vogtle Electric Generating Plant (VEGP) emergency preparedness exer-cise objectives are based on Nuclear Regulatory Commission (NRC) require-ments provided in 10CFR50.47, " Emergency Plans," and 10CFR50, Appendix E,
                   " Emergency    Planning and Preparedness for Production and Utilization Facili ties. " Additional guidance provided in NilREG-0654, FEMA-REP-1, Revision    1,  " Criteria for Preparation and Evaluation of Radiological Emergency Response Plans" was utilized in developing the objectives.

A. Accident Assessment and Classification
: 1. Demonstrate    the  ability    to identify initiating conditions, determine emergency action levels (EAL) parameters and correctly classify the emergency throughout the exercise.
: 2. Demonstrate the ability to provide core damage assessments.
B. Notification
: 3. Demonstrate the ability to alert,         notify and mobilize site emergency response persorm1.
: 4. Demonstrate the abilit'    ')  expeditiously notify state, local and federal authorities.
: 5. Demonstrate the ability to warn or advise onsite individuals of emergency conditions.
C. Emergency Response
: 6. Demonstrate the ability to         make   proper  decisions     and    to coordinate emergency activities.
: 7. Demonstrate the ability to transfer emergency direction from the Control Room (simulator) to the Technical Support Center (TSC) and from the TSC to the Emergency Operations Facilitiy (E0F) in a timely and clear manner.
: 8. Demonstrate the ability to procedurally perform assembly and accountability. An actual protected crea evacuation will not be perfonned.
: 9. Demonstrate the ability to notify and obtain assistance from appropriate outside support crganizatf ons.
D. Emergency Response Facilities
: 10. Demonstrate timely activation of the TSC, Operations Support Center (0SC), and EOT.
: 11. Demonstrate the adequacy of egr pment, security provisions, and habitability precautions for the TSC, OSC, EOF, and Emergency News Center (ENC).
: 12. Demonstrate the adequacy of communications for all emergency support resources.
