ISSUANCE OF DIRECTOR'S DECISION UNDER 10 CFR 2.206 Notice is hereby given that the Director, Office of Inspection and Enforcement, has issued a decision pursuant to 10 CFR 2.206 concerning a Peti-tion dated May 27, 1986 filed on behalf of the City of Laguna Beach, California (Petitioner) by Mayor Martha Collison. The Petition requested that the Nuclear Regulatory Commission extend the 10-mile radius emergency planning zone (EPZ) for the San Onofre Nuclear Generating Station to include South Laguna and Laguna Beach.
The bases for the action requested in the Petition are concerns about the lack of emergency planning for Laguna Beach, the topography of the South Orange County coastline as it relates to the transportation network, and the effect on the resi-dents of Laguna Beach as others who live to the south drive through Laguna Beach as part of an evacuation procedure. The Petition also referred to the "recent circumstances in the Soviet Union" as a basis for reconsidering the emergency planning zone issue for San Onofre.
The Director, Office of Inspection and Enforcement, has denied the Petiticner's request. The reasons for this denial are set forth in the " Director's Decision DO$KoOO$06 PDR

Under 10 CFR 2.206" (00-37-01), issued today.      A copy of the decision will be available for public inspection in the Commission's Public Document Room, 1717 H Street N.W., Washington, D.C. 20555, and in the Local Public Document Room for the San Onofre facility located at the University of California-Irvine, General Library, Irvine, California 02713.
A copy of the decision will be filed with the Secretary of the Commission for Commission review in accordance with 10 CFR 2.206(c).        As provided in 10 CFR 2.206(c), the decision will become the final action of the Commission 25 days after issuance, unless the Commission on its own motion takes review of the decision within that time.

The City of Laguna Beach is located approximately 15 miles north of the nuclear plant at San Onofre. The topography of the South Orange County coastline, particularly as it relates to the transportation network, makes it imperative that the ten mile radius for emergency l                      planning purposes be expanded to include South Laguna and Laguna i                      Beach. Specifically, we are requesting that the Nuclear Regulatory Ccmaission extend the ten mile radius of the emergency planning zone
    -                  to include Laguna Beach and to require the Southern California Edison Ccapany to provide funding for warning equipnent and for evacuation planning and practice drills. It is not practical to expect Laguna Beach residents to remain in their cermnity as residents of ccm-
: r. unities slightly south of Laguna Beach drive through the city as part of an evacuation pracedure.
Given the recent circunstances in the Soviet Union, it is clear that your Cocmission should reconsider many of the emergency planning efforts in the United States to ensure that ccenunities are adequately protected in the event of an unforeseen catastrophe. The reopening of the planning zone issue for the San Onofre plant is cer:ainly rea-sonable in order to ensure the safety of residents in South Orange County.
Please advise me of the steps you will be taking to consider reopening' this issue.

This is in response to your Petition of May 27, 1986 filed on behalf of the city of Laguna Beach. The Petition requests that the Nuclear Regulatory Connission expand the approximately ten-mile radius Emergency Planning Zone (EPZ) for the San Onofre Nuclear Generating Station to approximately fifteen miles to include the cities of South Laguna and Laguna Beach.
The bases for the relief sought in the Petition are concerns about the lack of emergency planning for Laguna Beach, the topography of the South Orange County coastline as it relates to the transportation network, and the effect on the residents of Laguna Beach as residents to the south drive through the city as part of an evacuation procedure. In addition, the Petition addresses the recent events in the Soviet Union as a basis for reconsideration of the emergency plan-ning associated with the San Onofre plant.
