The information contained in the study (Attachment 1) should be reviewed while keeping in mind the December 18,1997 Licensee submittal"The Proposed Defueled Emergency Plan" which was approved by the NRC on August 28,1998. The consequences of beyond design basis events, as described in the Proposed Defueled Emergency Plan, are a fraction of the 10CFR100 dose limits and less than the EPA Protective Action Guidelines (PAG's).
The enclosure to this cover letter contains Safeguards Information of a type specified in
.        10CFR73.21 and should be withheld from public disclosure. In accordance with 10CFR2.790, a copy of this cover letter, less the enclosure, may be placed in the NRC Public Document Room.
