The purpose of this letter is for Connecticut Yankee Atomic Power Company (CYAPCO) to provide the NRC with an update on the status of work related to draining and repair of the Refueling Water Storage Tank (RWST) at the Haddam Neck Plant I

U. S. Nuclear Regulatory Commission CY-98-011/Page 2 The removal of the las,t 30,000 gallons of water from the RWST was completed late in December 1997. This included pumping down most of the water uti!izing installed equipment, removal of a portion of the Low Pressure Safety injection (LPSI) suction piping connected to the tank to facilitate access, pwnping down the remaining water with a portable pump, Und then, using a robot equipped with a radiation detector, the tank bottom was scrubbed and vacuumed. A video camera on the robot allowed it to be controlled from inside the Primary Auxiliary Building (PAB). After the robot was removed, portable electric heaters were installed to assure that the potentially wet base l         under the tank would not freeze and cause further damage to the tank bottom.
In all respects, this job was well planned and well executed.        The total radiation exposure for the RWST dewatering was 0.367 person-Rem.
Presently, the bottom of the RWST is ready to be repaired. CYAPCO has identified a sprayable product that has the appropriate adhesion, flexibility and durability for this situation and has arranged for a qualified vendor to provide and apply the material.
This work will be performed using appropriate radioprotective controls, a Plant Operations Review Ccmmittee (PORC) approved procedure, the Administrative Controls established for the CAL, and Unit Director oversight.
As stated in CYAPCO Letter CY-97-130,"' this work is necessary so that there is adequate storage capacity for reactor coolant system water. This tank is the normal storage location for n der used as make-up to, or drained from, the reactor refueling cavity, the reactor coclant system, and auxiliary systems. In addition, the RWST provides a source of borated water that can be used to provide make-up to the Spent Fuel Pool.
L          in emptying the RWST, both Borated Water Storage Tanks (BWSTs) have been essentially filled. CYAPCO has committed to the Connecticut Department of Environmental Protection (CT DEP) not to discharge highly borated water until an issue of pH sampling of the discharge can be resolved. Thus, water in the BWSTs cannot be processed at this time, as to provide additional tank capacity for water storage. This increases the importance of restoring the RWST to service.
Finally, as stated in CYAPCO Letter CY-97-130,0) CYAPCO will continue to keep the NRC Staff informed of other non-routine activities to be performed and will provide future written updates whenever they are requested.
