Millstone Nuclear Power Station, Unit No. 2 ATWS Rule Schedule Reauired by 10CFR50.62 (d)
In a {{letter dated|date=October 11, 1985|text=letter dated October 11, 1985}},(I) Northeast Nuclear Energy Company (NNECO) provided a schedule for installation of certain systems at Millstone Unit No. 2 and also stated that we were prepared to be in full compliance with the requirements of 10CFR50.62(d) for Millstone Unit No. 2 by the end of the refueling outage, then scheduled to start in January of 1988, provided the NRC Staff gave formal concurrence with NNEC0's approach for meeting the aforementioned requirements by March 1, 1986.
In a {{letter dated|date=March 19, 1987|text=letter dated March 19, 1987}}(2) NNEC0 provided the NRC Staff with additional information regarding the schedule for implementation of the requirements contained in           10CFR50.62 at Millstone Unit No. 2.             In addition, this    letter stated that NNEC0 would reevaluate the design                            of those modifications proposed to address the requirements of 10CFR50.62 at Millstone Unit No. 2, as described in the {{letter dated|date=October 11, 1985|text=October 11, 1985 letter}}. NNEC0 stated that by April  30,1987,g would inform the Staff of the results of that reevaluation.
On May 1, 1987, I
NNEC0 provided a letter which satisfied this comitment by                                                                         <
reconfirming our design as described in the {{letter dated|date=October 11, 1985|text=October 11, 1985 letter}}.                                                                                         l As stated in the {{letter dated|date=March 19, 1987|text=March 19, 1987 letter}}, NNEC0 intends to proceed with the installation of these modifications with the expectation of bringing Millstone Unit No. 2 into full compliance with 10CFR50.62 by the end of the Cycle 9 (1)   J. refueling outage, currently scheduled to begin in February 1989.       One of the primary reasons for deferring these modifications from the Cycle 8 to the Cycle 9 refueling outage was the lack of NRC Staff concurrence with our           ;
proposed design. As such, NNEC0 requested that the NRC Staff complete their       I review of our proposed design and respond to NNEC0 with any comments no later than September 1, 1987.        This would have helped to ensure that the implementation schedule as proposed above would not be adversely impacted.
To date, NNEC0 has not received a Staff Safety Evaluation Report (SER) on the proposed modifications to achieve compliance with 10CFR50.62. Scheduling for the Cycle 9 outage is now well underway. A further delay in receipt of Staff comments on our proposed design will very possibly cause a rescheduling of the modifications to a later outage.
Therefore, NNEC0 respectfully requests that the NRC Staff complete their review of our proposed design, provide NNEC0 with any comments or requests for additional information, and formally concur in our design no later than July 29, 1988. This will enable us to retain the 10CFR50.62(d) modifications in the Cycle 9 refueling outage schedule. If NRC concurrence is not obtained by July 29,    1988, NNEC0 will most likely reschedule implementation of 10CFR50.62(d) modifications for the Cycle 10 refueling outage currently scheduled to occur in the last quarter of 1990.
