Millstone Nuclear Power Station, Unit No. 3 Inservice Testina Proaram for Pumos and Valves (TAC No. 65326)
In Reference (1), Northeast Nuclear Energy Company (NNECO) transmitted Revi-sion 1 of the Millstone Unit No. 3 Program for Inservice Testing (IST) of pumps and valves. In Reference (2), the Staff provided their questions and comments on the IST program for pumps and valves. A meeting was held between the Staff, their contractor, EG&G and NNEC0 representatives at the Millstone site on June 2 and 3, 1987 to discuss our responses to their questions (Refer-ence (2)). In References (3) and (5), NNEC0 transmitted responses to all questions and comments identified in References (2) and (4).

U.S. Nuclear Regulatory Commission B12743/Page-2 April 20, 1988 In Reference (6), NNECO provided Revision 2 of the Millstone Unit No. 3 Program for IST of pumps and valves, which superseded the previous submittal (Reference (1)). The IST program addressed in Reference (6) covers the first ten-year inspection interval starting April 26, 1986. In Reference (7), the NRC informed NNEC0 that the IST program (Reference (6)) is acceptable for implementation. However, the Staff in their safety evaluation contained in Reference (7), identified one deficiency concerning testing of the auxiliary feedwater check valves in the IST program. The Staff required NNEC0 to address that deficiency by either correcting the IST program in accordance with IWV-3522(a) or by providing the NRC with the appropriate relief requests and supporting basis. NNECO has evaluated the Staff's concerns related to testing of the auxiliary feedwater check valves in the open to close position and hereby proposes to include auxiliary feedwater check valves 3FWA*V3, 3FWA*V7 and 3FWA*V31 in the Millstone Unit No. 3 IST program.      The attached relief request provides a detailed technical justification for not full /part stroke exercising these valves quarterly in the open to close position during plant operation. Code Class:         3 Function:           Auxiliary Feedwater Pump Discharge Check Valves Test Requirements: Full Stroke Testing Quarterly Basis for Relief:   These valves cannot be full stroke or part stroke exercised in the open to closed direction during operation. The discharge path from a single pump injects through two loop check valves in series and there is no practicable means to verify stroking of a single valve.
Alternate Testing: These valves will be partially disassembled, inspected, and manually exercined on a staggered sampling basis each refueling outage. During each disassembly, the valve internals will be inspected for structural soundness (no loose or corroded parts). In the event that a valve's full-stroke capability is questionable, additional valves will be dissassembled until one hundred percent (100%) of the valves identified in this group have been disassembled and inspected.
