Gentlemen:
Millstone Nuclear Power Station, Unit No. 3 Amendment to Facility Operating License No. NPF-49 Supplemental Information - Diesel Generator 18-Month Surveillance Requirements On January 30,1987, Northeast Nucler.r Energy Company (NNECO) submitted a proposed amendment to facility Operating License NPF-49 for Millstone Unit No. 3 (Reference 1). That amendment would revise the Technical Specifications for Millstone Unit No. 3 to extend on a one-time basis the 18-month surveillance testing requirements up to 4 months beyond the maximum allowed by Technical Specification Section 4.0.2. This would allow the plant to complete the present fuel cycle and shut down on or before January,1988. This extension is for the Diesel Generator which must be tested during an extended outage.
In a telephone conference on February 24, 1987, the NRC Staff requested that NNECO provide additional information regarding that amendment request.
NNECO hereby provides the following information to the Staff's concerns.
Within many of the surveillance requirements for systems and components for Millstone Unit No. 3, a frequency of 18 months is specified. Many of the surveillances clearly state, "18 months at shutdown", which we believe was intended to indicate that the tests were to be done during the refueling outage.
The subject surveillance test is currently due in May,1987, but the refueling outage is not scheduled to begin until about January,1988. The surveillance requirements contained in the existing Technical Specifications are designed to assure that the quality of the equipment and components is maintained so that the facility operation will be within the safety limits, and the limiting conditions for operation of the system wi!! be met. NNECO has determincd that the total time of the diesel generator inoperability for this inspection would be in excess of the current 72-hour Technical Specification limit. March 6,1987 disassemble and reassemble one diesel generator is estimated to be 8 days (20 hours / day). A typicalinspection would include:
o     Pulling pistons o     Inspection of the injectors o               e inspection of the cylinders o     Boroscop/
Removal       inspection of the main bearings o     Inspection of the thrust bearings o     Drain, manual cleaning and inspection of the tube oil sump o     Generator inspection o     Required corrective / preventive maintenance of auxiliary system equipment.
o     Drain and refill turbocharger The Vendor run (run-in warm-up procedure) and surveillance runs to declare the diesel opeiable would take approximately 4 days. Thus the total time of each diesel generator inoperability for this inspection would be approximately 12 days.
Therefore, in order to avoid the possibility of not meeting the operability requirements for a Limiting Condition for Operation, it is desirable to perform this inspection in an extended outage and therefore a one-time extension of the 18-month diesel generator inspection will be necessary. In addition, considering
            - the time duration and work scope of the upcoming March,1987 maintenance outage, NNECO has determined that this inspection should be done during the first refueling outage scheduled to begin on or about January 1988.
We believe the above information coupled with the information provided in Reference'(1), provides a complete basis for granting the requested surveillance extension. Of course, should the Staff have any additional questions, NNECO will be available to discuss the Staff's concerns.
