AECM-89/0111 System Energy Resources, Inc. (SERI) is submitting by this letter a proposed amendment to the Grand Gulf Nuclear Station (GGNS) Operating License.
The proposed amendment consists of revising current position titles with new

In.accordance with the provisions of 10CFR50.4, the signed original of the requested amendment is enclosed. Attachment 2 provides the technical
                                       -justification'and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee and the Safety Review Committee.
Based on the guidelines presented in 10CFR50.92, SERI has concluded that

: 1. The proposed change revises three position titles to reflect planned organizational changes:
: a. The duties of the Chemistry / Radiation Control Superintendent are being divided between two new positions: Superintendent, Radiation Control and Superintendent, Plant Chemistry. This division will allow more focused management attention on each area than could be done under one superintendent,
: b. The title for the Training Superintendent is being changed to Manager, Nuclear Training. This change will allow the training program to be headed by a person with greater organizational authority and status; thereby, improving the quality and effectiveness of the training program.
: c. The position of Site Director, GGNS is being eliminated. The Technical Specification (TS) functions of this position will be carried out by the Vice President, Nuclear Operations (VPN0).
This. change will allow a higher level of management to select the appropriate subordinate group to review proposed changes or modifications to plant nuclear safety-related structures, systems and components.
: 2. Due to the above, the following TS changes are proposed:
: a. Subsection 6.3 contains a reference to the Chemistry / Radiation Control Superintendent. This position title is revised to Superintendent, Radiatior, Control.
: b. The reference in Subsection 6.4 to the Training Superintendent is replaced with a reference to the llanager, Nuclear Training.
: c. Subsection 6.5 is revised by replacing the title of Site Director, GGNS with the VPN0 to reflect the elimination of the Site Director, GGNS position.

: 3. SERI previously submitted in AECM-89/0096, dated June 19, 1989, a proposed change to Subsection 6.5 to revise the. composition descriptions for the Plant Safety Review Committee (PSRC) and the Safety Review Committee (SRC) so that specific position titles are not. used to designate membership. SERI is therefore not requesting specific changes to the PSRC/SRC composition as part of this request.
: 4. Attached to this proposed TS change are the affected marked up TS pages.
C. JUSTIFICATION
: 1. The proposed TS changes to the titles of the Chemistry / Radiation Control Superintendent, Training Superintendent, and the Site Director are necessary because of planned SERI organizational restructuring. Because these positions are referenced in the TS, the organizational restructuring cannot be completed until this proposed amendment and that submitted in AECM-89/0096 are approved.
: 2. The duties of the Chemistry / Radiation Control Superintenifent are being divided between two new positions: Superintendent, Radiation Control and Superintendent, Plant Chemistry. The primary purpose of the division is to allow'more focused management attention on each                   j area than could be done under one superintendent. The Superintendent,                 '
Radiation Control will assume the responsibilities of the Radiation Protection Manager currently handled by the Chemistry / Radiation Control Superintendent and the PSRC membership previously held by                    '
the Chemistry / Radiation Control Superintendent. The individual who will fill that position currently meets or exceeds the education and experience requirements of ANSI /ANS 3.1-1981 as endorsed by Regulatory Guide 1.8, Revision 2, 1987. The resume of the individual                 !
(T. O. Hildebrandt) who will fill this position is attached to this proposed TS. change for information. Because the current TS specifically identify the Chemistry / Radiation Control Superintendent as the position fulfilling the role of Radiation Protection Manager,                 ,
it is appropriate to replace the current position title with the new                 )
proposed position title of Superintendent, Radiation Control.

: 3. The proposed change to the Training Superintendent title to Manager,                 j Nuclear Training will not degrade the quality and effectiveness of                   l the training program. The only effect is the training program will                   !
be headed by a person with greater organizational authority and                      !
status. The training program will still meet or exceed INPO accreditation criteria and 10CFR55 requirements. The resume of the individual (J. V. Parrish) who will fill this position is attached to this proposed TS change for your information.

: 4.                          The position of Site Director, GGNS is being eliminated. 'The TS functions of this position will be carried out by the VPN0 who resides onsite. This change will allow the VPN0 to designate who will conduct. reviews of proposed changes or modifications to plant nuclear safety-related structures, systems and components. The VPN0 can choose the appropriate subordinate review group thus ensuring effective reviews by groups, specializing in the areas of concern.
Therefore, this change allows a higher level manager who has responsibility for those areas to select the subordinate review group.
: 5.                          This change will also allow the.VPN0 instead of the Site Director to designate those individuals who conduct reviews in accordance with TS 6.5.3.1.b and 6.5.3.1.c. These individuals are responsible for.
reviews of: -(1) proposed changes or modifications to plant nuclear safety-related' structures, systems and components and (2) proposed tests and experiments which affect plant nuclear safety and are not addressed in the UFSAR. Therefore, this change allows a higher level manager to designate the appropriate individuals for these reviews.
: 6.                          The VPN0 will assume the present TS responsibilities of the Site Director. The newly created position of Director, Plant Projects and Support, who in turn reports directly to the VPHO, will assume other non-TS responsibilities formally held by the Site Director. The Site Controller, Manager, Project Management, Manager, Plant Modification and Construction and the Manager, Emergency Preparedness will report to the Director, Plant Projects and Support. The GGNS General Manager and the proposed Manager, Nuclear Training will report directly to the VPNO. This change will facilitate the proper chain of command for training activities and will place a higher level of direct management attention on the day-to-day operation of GGNS. The Director, Quality Programs also reports to the VPNO. This organizational change was previously approved by the NRC as a revision (Revision 8) to the Operational Quality Assurance Manual on August 11, 1989 (MAEC-89/0245).
: 7.                          All the above organizational changes will be incorporated into the next revision of the UFSAR as has been done for previous organizational changes.
: 8.                           The Chemistry / Radiation Control Superintendent position is discussed in the GGNS Process Control Program (PCP). The PCP will be revised in the next Semiannual Radioactive Effluent Release Report in accordance with TS 6.13.2 following NRC approval of the proposed TS amendment.
D. N0 SIGNIFICANT HAZARDS CONSIDERATIONS The proposed amendment would revise the Technical Specifications (TS) to reflect planned organizational changes. The following position titles in TS would be revised as indicated:
: 1.                          Chemistry / Radiation Control Superintendent would be replaced by Superintendent, Radiation Control.

The proposed changes are administrative and the following paragraphs are an evaluation of the proposed amendment against the standards of 10CFR50.92.
: 1. No significant increase in the probability or consequences of an accident previously evaluated results from this change.
: a. The replacement of the current position titles with new titles is administrative. The proposed change does not cffect assumptions contained in plant safety analyses, the physical design or operation of the plant, nor are TS that preserve safety analysis assumptions affected.
: b. Therefore, there is no increase in the probability or consequences of previously analyzed accidents due to the proposed change.
: 2. This change would not create the possibility of a new or different kind of accident from any previously evaluated.
: a. The proposed change is administrative. No physical alterations of plant configuration or changes to setpoints or operating parameters are proposed. The level of position qualifications are not reduced in the TS.
: b. Therefore, the possibility of a new or different kind of
                                   . accident from any previously evaluated is not created.
: 3. This change would not involve a significant reduction in the margin of safety.
: a. The change being proposed is administr2.tive and does not relate to or modify the safety margins defined in and maintained by the TS. The change does not alter SERI's commitment to maintain a management structure that contributes to the safe operation and maintenance of the plant. No position qualifications are being reduced in the TS.
: b. Tterefore, this proposed change will not involve a significant reduction in the margin of safety.
Therefore, based upon the above evaluation, operation in accordance with the proposed amendment involves no significant hazurds consideration.
