o Attachment to AECM-86/0234 CLA!ilFICATION REGARDING CHANGES TO LICENSE CONDITION 2.C.(20)
In a letter to the NRC from Mississippi Power & Light (M?&L) dated May 5, 1986, it was proposed that license condition 2.C.(20) be modified. As currently written, the license condition could be interpreted to prohibit placing irradiated fuel in the spent fuel pool until both loop A and loop B of the SSW system were modified. The proposed revision to the license condition would allow irradiated fuel to be placed in the spent fuel pool with one loop of the SSW system operable.
It is not the intent of this modified license condition to allow the operation of GGNS at power with only one loop of SSW and thus one train of RHR. The SSW and RHR system will be maintained in operable status in accordance with present technical specification requirements. However, in accordance with these present requirements (Technical Specification 3.9.11.1) while the plant is in mode 5 (refueling) and water level is 22'8"'above the flange, only one train of RHR and thus the associated one SSW basin is required to be operable and is operation. Additional detail on the requirements of GGNS technical specifications as they apoly to the operability of RHR trains is provided in Item B.2.(1) of the attachment to MP&L letter AECM-86/0229.
MPSL completed the required modifications to the "B" loop of SSW system during an outage in the fall of 1985. The modified loop "B" SSW pump has been tested and coolerdemonstrated (Fuel Pool Heatto Exchanger be capableQ1G4180018 of providing)the required as well as the flow to theessential remaining   fuel pool components served by loop "B" of the SSW system. Therefore, the isolation of the SSW loop "B" fuel pool cooler is no longer necessary. SSW Icop B will provide the one required operable RHR train when the plant is initially placed in mode 5 with the reactor cavity pool flooded up.
As discussed with the NRC Project Manager for GGNS on July 17, 1986, License Condition 2.C.(20) pertains to certain modifications to the SSW system. These modifications must be completed during the first refueling outage (RF01).             ,
Therefore, while not literally stated, MP&L considers the license condition to be applicable only until the end of RF01. In order to clarify its intent, MP&L hereby commits to submit a proposed license amendment deleting License Condition 2.C.(20) within 3 months after restart following the first refueling outage. It was not MP&L's intent to gain any special relief regarding the operability of RHR or SSW trains by virtue of this license condition. Overall the plant's technical specifications govern the operability of these systems.
