dated July 12, 1985 (AECM-85/0211).
Mississippi Power & Light (MP&L) submitted a proposed change to Technical Specification Figure 6.2.2-1 as Item 6 of the referenced letter. It was proposed to revise the subject figure to appoint two supervisors to the Unit Orr,anization's Radiation Control function.
During recent conversations with your staff, additional information was requested on the qualifications of the two proposed Radiation Control Supervisors. Attached are the resumes for two individuals selected by MP&L to fill these positions.

: 1. A three month training course in electrical theory, distribu-tion systems and repair of electrical equipment.

These programs included exposure and contamination control, radiological controls for plant maintenance and operational evolutions, dosimetry, respiratory protection, equipment decontamination, Radwaste, radiological survey instrumentation, training of ship's personnel, primary and secondary system chemistry controls, and radioactive material accountability. During this period I supervised the radiological protection program for an extended overhaul period.
ELT (1 year) - Responsible for the ship's dosimetry program, radio-active material accountability, instrumentation, and training of ship's personnel.

l Radiation Controls Supervisor ( year) - While serving as Lead ELT and ELT. temporarily assigned to two steam generator inspection teams. Responsibilities included supervising the radiological controls for the performance of eddy current testing and plugging of steam generator tubes. Also, directly supervised the post-job plant and equipment decontamination effort.
Radiation Controls Monitor (3/4 year) - Responsibilities included providing radiological coverage for major nuclear repairs of submarines during extended repair periods and the shipping and disposal of Radwaste.
1980 - present Mississippi Power & Light Company Radiation Control Supervisor (3 years) - Responsible for the development and implementation of an effective radiological protection program at the Grand Gulf Nuclear Station. This program includes exposure and contamination control, dosimetry, respiratory protection, ALARA, emergency planning, Radwaste shipping and disposal, and radiological engineering. Directly responsible for the selection, training and qualification of a staff of up to 65 Health Physicists.
Site Emergency Planning Coordinator (1 year) - Developed GGNS's Emergency Plan Procedures and coordinated the successful completion of the station's first NRC Emergency Preparedness Appraisal and Exercise. Additional responsibilities included procurement of emergency supplies, establishment of onsite emergency facilities, and coordination of training programs.
Health Physicist ( year) - Responsible for the development of the respiratory protection program including procedural preparation and the purchase of equipment and supplies. During this period I was temporarily assigned to Hatch Nuclear Station for a two month training period during a major refueling outage.

Machinist Mate A School - This training covered Basic Steam and Associated Fluid Systems, Tools, Maintenance, and Operation of the Mechanical Systems in a Steam Electric Plant.
Nuclear Power School - This six month course covered Basic Nuclear Plant Design, Operation, Shielding, Units of Radio-activity, Radiation Detection Equipment, Biological Effects of Radiation, Sources of Radiation, Radiation Surveys and Equipment, Contamination Control, Exposure Control, Radioactive Waste Disposal, and Radiological Casualty Control.
Naval Nuclear Power Training Unit - This six month Training Program consisted of completing the qualification as a Mechanical Operator and assuming responsibility of the various watchstations at an operational reactor facility.
o           A. S. General Sciences, University of the State of New York - This Degree consists of 115 semester hours which were obtained through various methods while serving in the Navy during extended deployments.
o           Health Physics Training Program - This three month training program consisted of Basic Health Physics fundamentals and Applied Techniques for Health Physics personnel and was conducted at Grand Gulf Nuclear Station.
o           Applied Health Physics Training, Oakridge, TN - This five week course covered atomic and nuclear structure, modes of radioactive decay, laboratory techniques, rates of radio-active decay, charged particle interactions, gas filled radiation detectors, electronics pulse formatien and processing, counting statistics, gamma ray emission, photon interactions, detection limits, radiation biology, acute effects of radiation, air sampling equipment, scintillation detectors, gamma ray spectroscopy, radiation shielding, dosimetry and personnel monitoring, ionization radiation detectors, delayed effects of radiation, transient and secular equilibrium, transportation regulations, glove boxes and hot cells, internal dosimetry, radiation accidents, personnel decontamination, semiconductor detectors, sealed source design, respiratory protection, waste disposal, low level waste burial, neutron activation, neutron shielding, fission and criticality, and the nuclear fuel cycle.

EXPERIENCE:
o    U. S. Navy (May 1972 - May 1980)
U.S.S Von Steuben (SSBN 632) - Qualified as Mechanical Operator on all watchstations through Engineeroom Supervisor including completion of the ELT Qualcard during this 4 year tour of duty.                                                                                   Perfo rmed routine and corrective maintenance of Reactor and Secondary systems during operation and maintenance shutdowns.
U.S.S. Fulton (AS-11) - Qualified as Radiation Control Supervisor and was assigned Leading Duty Officer during this two year tour of duty. Responsibilities included providing Health Physics coverage for major nuclear repairs during extended repair periods for ten fast attack submarines. These repairs included steam generator inspections and replacement of various plant components. As Leading Petty Officer responsibilities included scheduling of personnel, assignment of work, and direct supervision of approximately 30 personnel.
U.S.S. Shark (SSN-591) - Qualified as Engineeroom Supervisor during this five month deployment. As M Division Leading Petty Officer responsibilities included direct supervision of approximately twenty mechanical operators through all aspects of plant operations and maintenance, o    Mississippi Power & Light Company Senior Health Physicist - (June 1980 - November 1982) Assigned responsibility for the Radiation Dosimetry Section of Health Physics, duties included the preparation and implementation of the necessary directives for the successful operation of a complete external dosimetry program, utilizing a computer data base to maintain the necessary records and generate reports.                                                                                  Also responsible for the procurement and setup of the required equipment for the Dosimetry System including the development of the software specifications, implementation, and testing.
Health Physics Supervisor - (November 1982                                                  present) Responsible for coordinating, developing, and organizing the activities of the Health Physics Lab with approximately forty Health Physics personnel. These activities include program development, selection and procurement of equipment, radiological and non-radiological air sampling and monitoring, first aid, radioactive source accountability and management, routine radiation surveys.
Administration of the Radiation Work Permit Program, Daily Dosimetry and Exposure Tracking, ALARA Reviews, and Radiological Work coverage for all aspects of plant operation and maintenance from startup through commercial operation.
