Units 1 and 2 License No. NPF-13 Docket Nos. 50-416/417 File 0260/15525/15526 PRD-83/05, Interim Report, RSOS Sockets AECM-83/0220 On March 8, 1983, Mississippi Power & Light Company notified Mr. R. Butcher, of your office, of a Potentially Reportable Deficiency (PRD) at the Grand Gulf Nuclear Station (GGNS) construction site. The deficiency concerns the stress relieving of "RSOS" sockets by a vendor who does not appear on our Architect-Engineer's Evaluated Supplier List (ESL).
MP&L is continuing to investigate this matter. A determination as to reportability under the provisions of 10CFR50.55(e) or 10CFR21 has not been made.
The progress of the investigation is delineated in the attached Interim Report.        MP&L expects to submit a Final Report, concerning this matter, by June 6, 1983.

                            ~ I.            Description of the Deficiency An "RSOS" (restraining socket other side) socket, which is a piece of "Q" steel, was sent of f-site by the Constructor for stress-relief, to C. E.
:Nateo, of Gulfport, Mississippi, who does not appear on the ESL (Evaluated Suppliers List). Since an evaluation of the' vendor was not performed prior to the. work being accomplished, their ability to satisfactority perform this function was sus pect.
4 This deficiency applies to Unit 1 and Unit 2 and the affected plant system c                                           is the Containment Drywell- Structural Steel - M22. This deficiency does not apply to the NSSS vendor.
The Unit 1 "RSOS" socket has been accepted by.MP&L as part of the Drywell Structural Steel. The Unit 2 "RSOS" socket has not been of fered for acceptance.
An analysis of safety implications and reportability will be performed based on Project Engineering's assessment of Procurement Supplier Quality's evaluation / review of-C. E. Natco's quality control program. An evaluation concerning the applicability of 10CFR21 has not been performed at this time.
II.          Approach to Resolution of the Problem The cause of _the deficiency was a procedural violation. Stress relieving for the the "RSOS" socket was not procured as a safety-related service; therefore, no QA requirements were imposed.
An investigation into the extent of the deficiency revealed that there were
.                                           two "RSOS" sockets stress relieved by C. E. Natco. One for Unit 1 and one for Unit 2.           The Unit I socket is located inside the containment, column-C2, i                                           Azimuth-264* , structural steel elevation 147' 7".             The Unit 2 socket is located inside the containment, column-C3, Azimuth-270*, drywell structural steel elevation 161'10".
An investigation to determine the extent of this deficiency is in process.
Our Constructor held a meeting with Construction personnel to instruct them that stress relieving services for safety-related items shall be procured as
                                           -safety-related, and QA requirements are to be imposed on the Field Material
''                                          Requisition (FMR).
i'                                          In addition, our Constructor will revise Work Plan / Procedure (WP/P)-9 to clarify the requirements to be met in the preparation of an FMR.              The revision to WP/P-9 is scheduled to be ready to issue for approval by April 29, 1983.

        >                                  NCR #6534 was initiated on the Unit 2."kSOS" socket and will be processed in accordance with Project Procedures .to determine the final disposition of the material. In addition, Field Engineering requested that Procurement Supplier Quality perform an evaluation of C. E. Natco's Quality Control Program that was in effect at. the time the sockets were stress relieved.
The results.of this evaluation / review will provide the rationale to enable Project Engineering's disposition on the acceptability of C. E. Natco's program at the time the stress relieving was performed on the sockets. This report has been sent to Project Engineering for their assessment and -

by Supplier _ Quality to enable their disposition of NCR 6534, and to.make their determination of the affect on safety. This action is scheduled for completion by April 22, 1983.
                              .            Preliminary evaluation by our Constructor indicates there is no impact in the structural integrity of the "RSOS" socket for Unit 1. Upon receipt of Bechtel Project Engineer's disposition of NCR 6534, an investigation will be performed under the provisions of 10CFR21 for Unit 1 to determine if the deficiency could represent a substantial safety hazard.

Although the cause of the deficiency is known, an investigation is continuing to determine the extent.
All corrective actions are scheduled to be completed by May 27, 1983.
IV.              Reason Why A Final Report Will Be Delayed The Final Report will be submitted after Bechtel Project Engineering has dispositioned NCR 6534.                                 _
