SPECIAL REPORT 93-02 TECHNICAL SPECIFICATIONS REQUIRED METEOROLOGICAL INDICATIONS UNAVAILABLE FOR GREATER THAN 7 DAYS On October 11, 1993, Florida Power Corporation's (FPC) Crystal River Unit 3 (CR-3) was in MODE 1 (POWER OPERATION) at 75% power.      This special report provides information concerning the cause and corrective action for inoperable meteorological monitoring instrumentation as required by Technical Specifications (TS) 3.3.3.4 and 6.9.2.
At 1245 on October 11, 1993, the primary meteorological system (MMP-3) was taken out of service for the performance of TS Surveillance 4.3.3.4, a semiannual calibration. At that time, TS 3.3.3.4 was entered since the back-up system (MMP-1) 175 ft. elevation wind direction indicator (MM-2A-MI) was out of service due to inconsistent wind direction indications relative to the 33 ft. and 175 ft. primary system wind direction indications.
Performance of the semiannual calibration surveillance procedure is normally expected to require about 80 hours.       Completion of the procedure was substantially extended due to unforeseen complications, including a radio frequency module failure. At 0545 on October 19, 1993, the primary meteorological system 175 ft. elevation wind direction instrumentation was restored to normal operation, thus exiting TS 3.3.3.4.
This report is being written because the wind direction instrumentation located at the 175 ft. elevation was inoperable for more than seven days.
The significance of this event was minimal since the 33 ft. elevation data, which was operable, is primarily used in offsite dose calculations.
Further actions planned by FPC include the relocation of the meteorological system specification from TS to the Offsite Dose Calculation Manual.
Appropriate procedural revisions will allow the plant computer to be utilized as an alternate source for meteorological data.
