==Dear Sir:==

Reference 2 approved the exemption to 10 CFR 55.59 requested in Reference 1 in that the current Licensed Operator Requalification Program will now end on February 28, 2005.
Reference 1 included extending the annual operating test period to end on February 28, 2004. As a result of subsequent discussions with the NRC staff, Progress Energy Florida, Inc. understands that the Reference 2 approval of the extension of the Licensed Operator Requalification Program includes the extension of the current annual operating test to February 28, 2004.
This letter establishes no new regulatory commitments.            -
