1 On April 21, 1998, FPC verbally reported to the Florida Department of Environmental Protection (FDEP) a noncompliance with the National Pollutant Discharge Elimination System                     l (NPDES) Permit and Industrial Wastewater Permit. This noncompliance occurred at the Crystal                    l River Unit 3 nuclear plant.                                                                                    l Attached to this report is a narrative description of the noncompliance. The Industrial Wastewater Permit requires that a written follow up report be provided within 48 hours. This report is being provided to the NRC pursuant to the Crystal River Unit 3 Environmental Protection Plan, Appendix B to the Operating License.

An unplanned release of effluent (water) from the Crystal River Nuclear Plant Regeneration Waste Neutralization Tank (SDT-1) occurred on April 21, 1998, at approximately 8:25 p.m.
This release occurred while performing a planned authorized discharge from the tank to the evaporation / percolation pond. The release was terminated upon discovery at approximately 8:55 p.m.
The release occurred from an underground transfer pipe out of the side of the nuclear plant berm and into a storm drain which ultimately discharges into the site discharge canal. The release volume to the storm drain was estimated, based on visual observation and discharge flow rates, as approximately 900 gallons of water. It is expected that some water was also released to the ground through the limestone foundation of the berm. This volume cannot be         ,
determined but is less than 7650 gallons.
A root cause analysis is currently being conducted. It is suspected that the piping or pipe flanges between the tank and the settling pond developed a leak. The pipe has been isolated for repairs and no discharges will be made from SDT-1 to the settling ponds until the pipe is repaired.
The' discharge had hydrazine, morpholine, oil and grease and tritium constituents. The analysis of the sample from SDT-1 following the release was: pH - 8.45, Total Suspended
             - Solids - 8.7 milligrams per liter (mg/l), Oil and Grease 2.4 mg/1, Morpholine - 34.6 parts per million (ppm) and Hydrazine - 36 parts per billion (ppb). These constituents are authorized and limited by the FDEP for release to the on site evaporation / percolation ponds. The accidental release to ground (and groundwater) should not cause impact to groundwater quality since the FDEP has reclassified the groundwater in this portion of the site as G-III (not suitable for a source of drinking water). Therefore, groundwater standards do not apply.
i These constituents are also authorized for release to surface waters in the NPDES permit.           l With the exception of morpholine, all parameters were within the authorized permit limits.          j Note that the NPDES permit limit for morpholine is 0.593 ppm.                                       ;
The radioactive constituent of the release did not exceed NRC short term reporting requirements. However, the release will be reported to the NRC as an unplanned release in the annual radioactive effluent report.
