==Dear Sir:==

Florida Power Corporation (FPC) hereby submits Technical Specification Change Request No. (TSCRN) 198 requesting amendment to Operating License No. DPR-72. As part of this request, the proposed replacement pages are provided. This TSCRN proposes an interim revision to the repair criteria contained in the Once Through Steam Generators (OTSG) Tube Surveillance Program contained in Technical Specification (TS) 5.6.2.10.4.a.
FPC is also including in this submittal an evaluation of the structural integrity of affected tubes as suggested by Regulatory Guide 1.121 (Attachment 1). This evaluation contains the basis of the proposed 0TSG tubes repair criteria.
Additionally, this evaluation serves as a supplement to the referenced letter.
The referenced letter was submitted in response to a request for additional information following up on our previous meeting on the subject.

NRC staff to further discuss our proposal. FPC is requesting an amendment for this change request be issued by April 15, 1994 to allow the use of the interim repair criteria during Crystal River Unit 3 (CR-3) next eddy current inspection which will be performed during Refuel 9 (April 1994). FPC recognizes that such an amendment is related to generic industry and NRC efforts to resolve degradation specific management. FPC considers our proposal wholly consistent with this effort. Coincidentally, the proposed screening criteria (2v) is consistent with current Staff position on other degradation mechanisms. FPC is aware that the NRC is pursuing a permanent solution as a rulemaking effort.
Therefore, FPC is proposing this as an interim solution until such time when the rulemaking is completed, data from the CR-3 tube pull scheduled for Refuel 9 (as part of the BWOG Tube Integrity Program) is available, or both.
