Attached please find the original and 37 copies of a revision to Technical Specification Section 3/4.8,                    Electrical Power Systems Bases.                       This submittal contains a commitment to demonstrate diesel generator operability by     carrying         load      unless       circumstances          would       constrain       loading.
Specifically, the diesel generator loading may be limited or eliminated during inclement weather (i.e., lightning, etc.) or any other time loading would present a safety concern.                           In cases as outlined above, diesel operability is not contingent upon loading.
This Bases Revision should be implemented when Technical Specification Change Request No.146 is issued as an amendment.                              Technical Specification Change Request No.146 was submitted by Florida Power Corporation's {{letter dated|date=September 2, 1986|text=letter dated September 2, 1986}} (3F0986-02).
