office on April 20, 1989, requested Arkansas Power & Light Company (AP&L) to                     I impleinent a plant-specific backfit at Arkansas Nuclear One, Unit 2 (ANO-2).
Specifically, the NRC Staff requested that AP&L improve the reliability of the auxiliary feedwater (AFW) system at ANO-2 by providing an additional means of supplying water to the steam generators in the event of a loss of both main feedwater pumps and both emergency feedwater pumps. The Staff indicated that an acceptable means of satisfying this request would be the addition of a nonsafety-related start up feedwater pump. Your letter requested that we provide our schedule for the implementation of this modification within 60 days from receipt. You also identified the appropriate position within the NRC to which an appeal should be addressed.
By this letter, and for the reasons below, we request a 30-day extension to respond to this request.

  ,   2CAN068918                                                      06/13/89     i the NRC staff, both quantitative and qualitative analysis which demonstrated to us that modifications to effect alternate means of supplying feedwater to the steam generators were not necessary to provide adequate protection of the public health and safety and were not otherwise cost-justified.
Further, we had previously indicated in our September 2,1988, submittal that AP&L was developing full scope Probabilistic Risk Assessment (PRA) for ANO-2 which upon completion would indicate whether an additional source of feedwater to the steam generators was necessary.      The ANO-2 PRA is scheduled to be completed in July of 1990.
Following your review of the above correspondence, you transmitted your {{letter dated|date=April 13, 1989|text=April 13, 1989, letter}}, which included the Staff's justification for proposing a backfit. Due to the summary nature of the analysis provided, we were unable to replicate the staff results or clearly understand the bases       ,
for the reliability assessment. Without this detailed information we are      ,
unable'to assess the applicability or accuracy of.the information with with respect to ANO-2. Therefore, in cur letter of May 12, 1989, AP&L            i requested that you provide the technical data utilized to generab your backfit analysis.
AP&L has not yet received the Staff's response to our May 12, 1989 request.
It is our understanding that, based upon conversations with our Project          i Manager, the NRC's response is forthcoming. AP&L will need to review this        1 detailed information before providing an appropriate response. Based upon our understanding that the Staff's response is imminent, we request an I
additional 30 days beyond the June 20 deadline to respond to your April 13, 1989 request. This extension, along with the above information, was discussed with the Acting ANO-2 Project Manager.
