In accordance with 10CFR50 4, attached is the original plus three copies (Copy Nos.1-4) of                   .!
Revision 28 to the Arkansas Nuclear One ( ANO) industrial Security Plan (ISP). Copies 5 and 6                 ;
are being submitted to NRC Region IV This change revises the escort requirements for vehicles and allows the vehicle ignition switch to be locked and keys removed and placed in the custody of             !
the escort. This change is being made in accordance with NRC guidance found in NUREG 0908, section 5 4 2, Revision I, dated .N1ay 1985                                                                   i in accordance with 10CFR50 5-1(p),it was determined by Entergy Operations that the changes do                 f not decrease the safeguards efTectiveness of the plan and, therefore, are being implemented                   !
without prior NRC approval.
The attached material describes current and proposed security measures; therefore, Entergy Operations has determined that the attached documentation contains safeguards information as specified by 10CFR73 21. The attached documentation should be handled accordingly.                            .
