This letter submits for your review and approval proposed changes to the Administrative Controls sections of the Technical Specifications for Arkansas Nuclear One - Unit 1 and Unit 2. The proposed revisions reflect planned organizational changes which we will begin transitioning into on May 1,1989 with a goal of completing the reorganization by June 1,1989.
Thic organizational restructuring viill result in improved accountability, Mill promote safe, efficient operation of Arkansas Nuclear One and should result in an overall improvement in safety and quality performance. This will be accomp'lished by creating unit specific operating line organizations whose focus will be on performing day-to-day activities with a central non-unit specific support organization to assist them. Additional measures include consolidating engineering support, centralizing outage management and outage support resources, and establishing full-time management positions responsible for the planning, scheduling and management of                      pool outages.                                                                                      !

will assume many of the functions not otherwise asbumed by the Vice President, Nuclear that heretofore have been the responsibility of the Executive Director, Nuclear Operations. A transition organization to be in
,                                place May 1, 1989, will meet the current requirements of the Technical Specifications in that the Vice President, Nuclear and the Director, Nuclear Operations will share responsibilities of the former Executive Director, Nuclear Operations. The interim authorities and dutics will be delineated in a procedure which will be in effect on May 1, 1989 until the Technical Specification request is approvei.
In order to implement the proposed changes as quickly as possible and to avoid prolonged interim measures, we request an expeditious review of this request.
In accordance with 10CFR50.91(a)(1), AP&L has evaluated the proposee changes using the criteria in 10CFR50.92(c) and has determined that said changes involve no significant hazards consideration. The bases for this determination and the revised Technical Specification pages for each unit are attached. Also in accordance with 10CFR50.91(b)(1), a copy of this amendment request and attachments has been sent to Ms. Greta Dicus, Director, Division of Radiation Control and Emergency Management, Arkansas Department of Health.
A check in the amount of $300.00 is included herewith as an application fee for both units, in accordance with 10CFRHO.12(c).

DISCUSSION l                                                                The proposed change results from a planned reorganization of AP&L's Nuclear l                                                                Operations Department.         The reorganization involves organizational restructuring at several levels including title changes.
The Nuclear Operations organization continues to report to a company vice president retitled Vice President, Nuclear.            The position of Executive Director, Nuclear Operations, formerly reporting to the vice president, is not retained in the planned reorganization. A new position of Director, Nuclear Operations will be formed to place all resources necessary for day-to-day activities associated with operational and maintenance functions under one management individual. All engineering activities will be consolidated under a General Manager, Engineering. A support group under a General Manager, Technical Support and Assessment will be formed to provide an enhanced ability to provide assessments of plant operations and maintain administrative control standards consistent with those assessments. The General Manager, Nuclear Quality is retained unchanged. The Vice President's financial, administrative and support staffs will be consolidated under a General Manager, Nuclear Support.           All General Managers will report to the Vice President, Nuclear.

4 The PSC membership is revised based upon changes in individual's titles and different functional responsibilities. Remaining on the PSC will be management representation from health physics, reactor engineering, quality, plant engineering, training and a software expert for matters dealing with the ANO-2 Core Protection Calculators. Additionally, the Plant Managers, ANO-1 and ANO-2, who will have management responsibility for both operations and maintenance for their respective unit, will also be members. Replacing the Supervisor, Plant Licensing will be the Superintendent, Operations Assessment. This individual's organization will be responsible for assessing operational events at AND and those events which occur elsewhere for their applicability to ANO. Additionally, the plant assessment organization will have responsibility for the program which tracks and resolves abnormal conditions which are identified at ANO. The current PSC Chairman will be replaced by the Manager, Nuclear Standards. This individual will report directly to the Director, Nuclear Operations.
DETERMINATION OF SIGNIFICANT HAZARDS Arkansas Power and Light Company has performed an analysis of the proposed change in accordance with 10CFR 50.91(a)(1) regarding no significant hazards consideration using the standards in 10CFR 50.92(c). A discussion of these standards as they relate to this amendment request follows:
Criterion 1 - Does not involve a significant increase in the probability or consequences of an accident previously evaluated.
This proposed change does not involve an increase in the probability or consequences of an accident previously evaluated because the change is administrative in nature and the proposed changes will enhance management control. The change reflects planned organizational changes which will improve the ef festiveness of the organization by more closely integrating various support functions within AP&L's Nuclear Operations Department.
Criterion 2 - Does not create the possibility of a new or different kind of accident from any previously evaluated.
The proposed change does not create the possibility of an new or different kind of accident from any previously evaluated since the change does not alter the configuration or operation of the plant. The new organizational structure continues to provide and enhance the management and supervision of daily plant operations.
Criterion 3 - Does not involve a significant reduction in a margin of safety.
The proposed change would not involve a significant reduction in a margin of safety since it involves no change of any plant safety parameters or accident mitigation capabilities.
(                                  Therefore, based on the reasoning presented above and the previous
!                                  discussion of the amendment request, AP&L has determined that the requested change does not involve a significant hazards consideration.
