Houston Lighting & Power (HL&P) submited Licensee Event Report (88-063) regarding failure to install vortex breakers in the containment emergency sumps. Revision 1 is submitted to provide additional information obtained from analyses performed by two independent consultants. Based on the analysis, HL&P has concluded that the failure to install vortex breakers did not result in an unacceptable degradation of emergency core cooling capability. This event did not have any adverse impact on the health and safety of the public.
