This letter is in response to your telephone conversation with Mr. George Li 2pard concerning Licensee Event Report (LER) 96-004 on leakage past the Motor-Driven Emergency Feedwater (EFW) flow control valves (FCV) discovered during the recently completed refueling outage at the Virgil C. Summer Nuclear Station.
:'                  On Wednesday, May 15,1996, a conference call was held between members of V. C. Summer staff, NRR, NRC Region II, and the NRC R.esident Inspector to discuss this issue, which was reported on Monday, May 13,1996. During the course of the conversation, SCE&G discussed the possibility of making a change to                                      i the Technical Specification Bases for Specification 3.7.1.2, utilizing the provisions                                  !
of10 CFR 50.59.                                                                                                        I After further review, SCE&G elected not to change its Technical Specification Bases. Although additional accident analysis had been performed to support reducing the minimum required EFW flow rate below the Technical Specification Bases value of 380 gallons per minute (GPM), it was decided to take an approach that would preserve current analysis assumptions. A minimum capacity above 380 gallons per minute was specified for each EFW aump that wou: d bound the highest expected leak rate through a leaking EFW ?CV. The minimum capacity                                             !
was used to establish a more restrictive limit in the Surveillance Test Procedures for the EFW pumps. These pump performance limits will remain in force until the EFW FCV leakage is ultimately resolved.                                                                              '
Changes to the plant's Emergency Oprating Procedures to terminate FCV                                              '
leakage were previously documented in LER 96-004.
