Licensee Event Report (LER) 1998-003 Revision 0 for the Fort Calhoun Station (FCS)
The purpose of this letter is to inform the NRC that Omaha Public Power District (OPPD) is retracting LER 1998-003 (reference 2). The event reported in this LER involved an individual leaving a High Radiation Area (IIRA) door unlocked and uncontrolled while he was in the !!RA. This event was l         reported as LER 1998-003 pursuant to 10CFR50.73(a)(2)(i)(B). This event was a violation of section 5.11.2 of the administrative section of FCS Technical Specifications (TS).                                            j i
!         Recent review of the latest NRC guidance (reference 3) indicates that "An administrative procedure violation or failure to implement a procedure, =uch as failure to lock a high radiation area door, that         ;   /
does not have a direct impact on the safe operation of the plant, is generally not reportable under this       I criterion." As a result LER 1998-003 is considered not reportable by OPPD and is being retracted.                 O If you should have any questions, please contact me.
