This letter represents a noncompli.ance report as required by Part 11, Paragraph A.2 of the above-referenced Permit.
On March 23, 1983, routine analysis of a sample from outfall 003, the oily wa-l ter separator, revealed an average oil and grease concentration of 110.1 mg/l and a pollutant load of 12.86 lbs per day. The permit limits for oil and grease are 15 mg/1, 25 lbs/ day, and 20 mg/1, 33 lbs/ day, daily average and daily maxi-mum, respectively. All other parameters were within permit limits.
l Investigation of this violation has revealed the cause to be due to the start-up' activities on' Unit 1 at this station.
It was necessary for operations per--
~
sonnel to drain the condensers to the turbine building sump which discharges to the oily water separator. Due to the elevated temperature of this water, the oily water separator and its associated piping were stripped of some oil and grease. Recognition of an oily film being discharged from the oily water sepa-rator led operations personnel to divert this flow to the emergency wastewater holding pcnd.
Follow-up samples taken on March 26, 1983, revealed that all pa-rameters were within permit limits. At that time the system was returned to normal operation.
We are reviewing possible administrative controls that will prevent this from recurring, including revision of operating procedures to utilize the wastewater holding pond prior to draining the condensers.
