==Dear Sir:==

The referenced letter requires LP&L to conduct a periodic survey of industrial and transportation activities in the area of Waterford 3 in order to maintain an awareness of significant chemical feedstock or product changes which may dictate modifications in the existing Waterford 3 toxic gas protection features.
We are providing this letter to specify the provisions of the LP&L program we will implement in response to that requirement.
FSAR Section 2.2 discusses the location of major industrial facilities and transportation routes associated with the production, storage, or transportation of chemical products. This FSAR section also contains a table listing the significant chemical inventories maintained or received by each facility, and a Toxic Chemical Evaluation table.
This Toxic Chemical Evaluation table provides for each significant chemical source: the distance and direction from Waterford 3, the quantity of material which could be released, and the calculated maximum concentration which could be expected in the Waterford 3 Control Room.
The results of these calculations are used to determine if the existing methods of toxic chemical protection for essential Waterford 3 personnel are satisfactory.
The information presently in these tables was compiled from the results of a survey made in 1978.      In recognition of the possibility that chemical inventories may change over time, the following actions have been or will be taken:

                       -indicates that-no significant changes in chemical inventories have been made. Additional survey.information will be. col-lected to refine the 1981 update which-will then undergo Janalysis for incorporation into the-FSAR. The results of the
                       . analysis will be reported to;the NRC_on or about 12/1/83.
(2) "There are 17 industries listed'in Table 2.2-3 of the Waterford 3 FSAR. Of these 17 industries, 12 may have toxic chemical inventories on site and have been requested to provide letters of. agreement'to notify LP&L of significantly increased inven tories of hazardous materials and to notify Wsterford 3 via the Industrial Hot-Line or other means if aLsignificant release of hazardous material occurs. Ten of the 12 industries have provided adequate letters of agreement, and these letters.have been submitted to the NRC Division of Licensing. As a response to a question submitted to LP&L by Mr. D. G. Eisenhut of the NRC, LP&L has agreed to recontact the industries with whom an adequate letter of agreement does not exist and to submit these letters:
when they become available.
(3) A new survey will be performed and the results reported prior to completing Wsterford 3's first refueling.
Commencing with'the re-survey noted in (3) above, LP&L will conduct a new survey every four years to ensure that significant changes in hazardous materials inventory will not adversely impact FSAR habitability analyses.
These re-surveys will.be evaluated and significant changes to previous inventories (ie, new substances or ine.sased inventories of hazardous materials) will be analyzed to determine' impact on' habitability. The results willibe incorporated into the FSAR in accordance with 10CFR50.71.
Criteria will.be established (consistent with those used in the initial survey) by which certain chemicals which clearly will not pose a hazard to WJterford 3 may forgo full analysis.- These criteria will be based on the
         ~. chemical's IDLH (level Immediately Dangerous to Life or Health), it's potential volatility, the~ maximum amount available for release, and the distance from Waterford 3.
