o Attcch: nt to U3P87-0502 Sheet 1 of 2 LP&L Response to NRC Inspaction Report 86-20 Waterford 3 is completing installation of a Station Modification which changes and improvea certain sampling and analysis capabilities of the Post Accident Sampling System (PASS).
The PASS is a dedicated system which provides the capability to obtain and analyze samples from either the hot leg of the Reactor Coolant System (RCS) or the Safety Injection System (SIS) sump following a design base accident.
Instrumentation provides insitu analysis of pH, dissolved oxygen and dissolved hydrogen. Dissolved oxygen and pH are analyzed on depressurized, flowing streams with in-line probes. Dissolved hydrogen is analyzed on a pressurized liquid sample isolated in a 10 m1 sample bomb. This sample is then stripped of dissolved gases through batch processing using a combination of vac:am, sample heating, and argon sparging. The stripped gas sample is trapped and remotely routed to an in-line gas chromatograph for hydrogen analysis. A grab sample of the stripped gas can be manually extracted and transported to the Primary Chemistry Lab for isotopic gas analysis.
The PASS is capable of obtaining dilute and undilute liquid grab samples and a containment atmosphere gas grab sample for further analysis. The diluted liquid sample can be diluted up to 1,000 : 1, and analyzed onsite for boron and isotopic composition. The undiluted liquid sample is sampled and contained in a shielded cask, which can be shipped offsite for chloride and confirmatory analysis. An agreement for this work is in place with Oak Ridge National Laboratories.
The grab samples are obtained in a separate shielded cubicle to reduce operator exposure and all samples have their own ventilated sampling boxes.
The Process Control Panel contains instrumentation readouts and permits remote operation of the analyzers and valve manipulation.
Prior to Refuel I completion and restart of the plant, LP&L Chemistry technicians will complete PASS training. This training will provide:
: 1. General operation and theory of PASS
: 2. Description of the Station Modification; skid locations, functions, and operating parameters
: 3. Description of the designed sampling, purging and flushing flow paths
: 4. Operator knowledge of safety and radiological aspects required during PASS operation.
PASS will be functionally tested as part of the Station Modification installation and testing requirements. Acceptance testing and LP6L Chemistry technician qualification will be performed during mode 3 when the RCS reaches Normal Operating Pressure and Temperature (NOP/NOT).
Acceptance testing of the PASS will be completed in two phases. The first phase will consist of operationally testing PASS functions during NOP/NOT prior to 5% power.

  -*-                                                              Attachatnt to W3P87-0502 Sheet 2 of 2 At this time RCS conditions will allow comparison of PASS sampling to Primary Sample Panel (PSL) sampling for pH, dissolved oxygen and boron.
The second phase of PASS testing will occur at 100% power when RCS hydrogen and isotopic conditions are established. A PASS sample will be analyzed and compared to PSL results for hydrogen and radioisotopic concentrations.
The restart window will be short between Mode 3 when RCS conditions will allow operation of PASS and the 5% power plateau. At that time we will qualify enough chemistry technicians as PASS Operators to meet the requirements of NUREG 0737 and not restrict the scheduled restart.
Qualification will consist of hands-on operation utilizing revised calibration and operating procedures / covering the following:
: 1. Startup and safe shutdown of PASS
: 2. Calibration of in-line PASS instrumentation
: a. pH
: b. Dissolved Oxygen
: c. Gas Chromatograph (GC)
: 3. Operation of PASS for in-line analyses
: a. pH analysis
: b. Dissolved Oxygen analysis
: c. Gas stripping & GC analysis
: 4. Collection of a diluted liquid sample
: 5. Collection of an undiluted liquid sample.
These actions will meet requirements of NUREG 0737 and result in operability of PASS. At that time the normal, routine program of PASS maintenance, operability testing, and operator training will be initiated.
