Clinton Power Station NRC Safety Evaluation Report Licensing Condition #14 Transportation Accidents

==Dear Mr. Butler:==

Illinois Power Company (IP) provided two reports with letter U-0608 dated March 4, 1983, regarding the safety evaluation of rail transportation accidents near the Clinton Power Station (CPS). These reports were titled: " Hazard Analysis of Flammable Compressed Gas Shipments on the Illinois Central Gulf Railroad near the Clinton Power Station" and " Evaluation of Control Room Habitability during a Postulated Release of Toxic Materials Shipped by Rail." In response to NRC Staff _ questions, IP submitted an additional report titled " Toxicity
          . Limit Concentrations for Chemicals Shipped by Rail Near Clinton Power Station" by letter U-0658 dated August 26, 1983.
The NRC Staff provided its evaluation of this issue in Section 2.2.1 of the CPS Safety Evaluation Report (SER), NUREG-0853, Supplement No. 3, dated May 1984. This evaluation determined that the transportation hazards at CPS had been addressed adequately to close this issue. However, in light of the potential for changes in the hazardous material shipping patterns for the Gilman Line of the Illinois Central Gulf (ICG) Railroad, the Staff recommended that a periodic survey of traffic on this line be performed.
Certain conditions regarding the periodic survey are specified in the NRC SER Supplement No. 3.      These conditions are as follows:
: 1. A survey shall be performed every 3 years.
: 2. The initial report shall be submitted to the NRC not later than July 1, 1986.
: 3. The shipping data in the initial report shall be based on actual records of shipments made during the calendar year 1985.

: 4. With regard to toxic materials, the applicant shall (within 6 months of a determination that the original acceptance levels in the referenced reports have been exceeded) provide sensors that will isolate the control room heating, ventilation, and air conditioning system should the identified chemicals present a potential toxic environment.
As noted in previous discussions with the Staff, IP commits to performing the 3 year periodic surveys. The associated analyses and evaluations described above will also be performed to determine the need for additional equipment to protect control room personnel from any

      ~ increase in risk due to significant changes in railroad transportation patterns of hazardous materials on the ICG Railroad Gilman Line. IP considers that adequate and sufficient information has been provided
      -to the NRC Staff to completely close SER Licensing Condition No. 14.
