4 A-46 Value/ Impact Analysis Overview i
The proposed A-46 verification program focuses on identification                                       -
of equipment and/or components that may fail or cause failures on safe shutdown systems if a plant is subjected to a SSE. The identification of deficient equipment and/or components however does not change the risks associated with an SSE event. The risk reductions only result if identified deficiencies are rectified.
In summary, the proposed A-46 verification program is directed at identifying risk reduction potentials that may surface from the verification program. Therefore, this analysis is directed at the potential values (risk reductions), and impacts (costs), as described herein.. In this-context, the analysis is directed primarily at plants that have design inadequacies not necessarily representative of a typical (generic) plant. Plants with adequate equipment will inherently have lower risk reduction needs, and lower repair and modification costs.
Backaround

;           As a result of the SQUG pilot program that collected the seismic
       ,    experience data base on equipment, the staff has determined that l           although equipment in nuclear power plants are inherently rugged and not susceptible to seismic damage, f ailures resulting from seismic loads are likely to occur if equipment is not adequately                                         l supported or anchored. The need to review anchorage and supports was also identified during the Systematic Evaluation Program (SEP) review. Structural adequacy cf equipment, including sup-ports and anchorage, was reviewed at each of the SEP plants.
These reviews included walk-through inspections by a team of I           seismic experts. The results of these walk-through inspections included: identification of potential anchorage and support deficiencies such as lack of longitudinal restraints on battery racks, anchor bolts overstressed on the containment spray heat

exchanger and isolation condenser, a need for positive anchors on switchgear panels, a need for evaluation of diesel generator anchorage and strengthening of anchors on battery racks, and a need for a general engineering review of anchors. As a result of the SEP experience, IE Information Notice 80-21 was issued to                           -
inform all licensees of the potential problems with anchorages.
However, a recent survey of seven operating plants for the purpose of developing equipment fragilities indicated that anchorage deficiencies still exist in operating reactors.
Based on the above discussions, we will evaluate only the domi-nate risk potential
* associated with inadequate equipment anchor-ages. The potential risk contributions from relay chatter and possible change of state of the relays during the seismic event, and the response characteristics of the eight types of equipments included in the A-46 verification program are of such random i                  natures , that even approximate risk estimates are not deemed practical.
Freauency Estimates i
The initiating event ( P(i) ) is a SSE with a return frequency of 2.5E-4/RY. Based on the conclusions drawn from the SQUG pilot
         ,         program, and the SEP, the older plants are likely to have equip-ment (s) with inadequate anchorages * ( P(AF) = 1.0 ).               We estimate the probability that the equipment with inadequate anchorages is l                   an electrical cabinet ( P(C/AF) ) at 0.5.            Since only safety-related equipments effecting hot shutdown are included in
;                   the A-46 verification program, it is as likely as not, that the cabinet that fails ( P(HF/C) = 0.5 ) is critical to hot shutdown operations. Given the above, we estimate that the above systemic
(                   events are as likely to lead to a cara melt as not ( P(CM/HF)                =
0.5   ). Because the equipment is as likely as not to include containment heat removal systems, or effect containment isolation capabilities, the probability of containnent failure ( P(CR/CM) )

estimated at 0.5.                                               Structural failure of the containment due to the seismic event is considered less likely.
Conseoumnces (Risks)
The public risks (R) from the initiating SSE and subsequent systemic events is calculated by the following equation:

This value is based on a WASH-1400, Category 2 type release, the fission product inventory                                                                                      ,
of a 1120 MWe PWR3 meteorology typical of the Byron (n.i d-west )
site, a surrounding uniform population density of 340 persons per square mile over a 50 mile radius from the plant site, with an exclusion radius of one-half mile from the plant.                                                             The "L" term is the estimated remaining reactor life (30 reactor-years) of the typical plant.
Substituting the estimated. values given into the above equation yields:

capacities, or costs that may incur from a nuclear moratorium should a subsequent core melt occur in any U.S. nuclear power plant.
The accident avoidance costs are not included in the above               V/I
* ratio as offset costs against the implementation costs. If we compare the average implementation costs (8600,000), to the accident avoidance costs (8800,000), they are essentially equal.
However, caution is recommended when making such comparisons because the estimated core melt (accident) frequency is predicat-ed on the potential accident frequency estimate, which is not necessarily representative of a generic plant (if indeed a generic plant exist).

j                                                        Conclusions        .
Based on the above estimated A-46 value/ impact ratio, and a rule-of-thumb of One man-rem /$1000 as an acceptable measure of i
cost effectiveness, the A-46 program is cost ef f ective.
It is also noted that even if the risk reduction potential is overestimatedbyapproximakelyanorder-of-magnitude,                  the cost effectiveness of the A-46 program remains acceptable.
If the A-46 program is compared to the estimated costs ($10M) of requiring the older plants to comply with               current licensing criteria, the A-46 program is nearly 17 times as cost effective.
The estimated risk reduction potential for the A-46 program is judged as equivalent to the risk reduction potential that could be obtained by the requalification of the older plants equipments to the current licensing criteria.

: 1. INTRODUCTION In December of 1980 the NRC started a task to address the concern of
             ! seismic safety margin:in operating plant-equipment. The objective ~of this task was to develop alternate metheds, guidelines, and acceptance criteria for seismic equipmen't qualification in operating plants. A number of.
alternate procedures were proposed by the Nuclear Regulatory Commission (NRC). -As an aid to the NRC in decision making, EG&G Idaho Inc.

::         made a cost comparison study of the alternate procedures.

: 2. DISCUSSION Figure 1 shows the alternate seismic qualification procedures as proposed by the NRC. The following discusses the nodes of the alternate paths. The results of this study consist primarily of a table summarization of the cost estimates. A discussion of the table and background information as to the source of the numbers can be found in the following section titled Results.

NOTE 2:       An estimate was made of the cost of determining equipment / support dynamic characteristics via in-situ testing. Supports are typically either included in the qualification of equipment (e.g.                                               ,

NOTE 3:       An estimate was made for the cost of comparing dynamic and functional characteristics of equipment in plant and that in the data base.
NOTE 4:       The cost of comparing spectra is negligible in comparison with the cost of obtaining the spectral data, therefore, no estimate was made for comparison of spectra.
NOTE 5:       A cost estimate of simple support modtfications to obtain similarity with the data base was made.
NOTE 6:       An estimate of replacement cost was made.
NOTE 7:       An estimate of the cost of comparison between qualification methodologies was not made because of the strong dependence of the estimate on plant-specific data.                                                   However, an estimate was l-made for qualifying equipment by analysis only.

The results of this study are summarized in Table 1. .The following

Sections;are numbered in the same order as_ the headings appear in' the table. 'All numbers'are in dollars.
                                            '3.1   Equipment List The equipment list used:in , Table 1 was obtained by modifying the list' offered in Reference 1. The modifications resulted ;from a comparison _with two complete lists of safety-related equipment for two'new plants--one PWR, one BWR.
3.2 Analysis The " Analysis" cost estimates were based on the author's experience in estimating analysis _ jobs and on reviews of such analysis performed during SQRT audits. Equipment which has no estimate for analysis is not suitable for. qualification by this technique.
3.3 Test & Analysis-The numbers under " Test & Analysis" represent the cost to determine equipment / support dynamic characteristics via in-situ testing. These numbers were based primarily on the information contained in the Appendix,'
           "In-Situ Structural Characterizatio'n Test Cost' Estimates." The estimate in the attachment was compared to some actual cost data from the private sector and shown to be high. This was attributed to two factors: First, the estimate was based on a single test per trip (i.e., travel to plant, perform test on single piece of equipment, travel home), while the actual data involved multiple tests per trip. Second, the estimate was based on~a full reduction of data (as opposed to simply running the test), which yields full mass and stiffness matrices in addition to the natural
         ~ frequency, mode shape, and damping data actually obtained.      The numbers in the estimate were reduced by a constant multiplier to account for these 0-4

3.4 Replacement
            " Replacement" is the cost incurred to replace equipment with qualified
;    equipment. This includes purchase of the equipment with qualification documentation and installation. It does not include freight charges.
4 Estimates are primarily based on " Process Plant Construction Estimating         1 Standards," by Richardson Engineering Services, Inc.2 Two editions of the standard were used, one dated 1975 and the other 1981. Estimates taken from the 1975' edition were increased by 30!; to account for inflation. Two components on the list (Main Stem Isolation Valve and Control Rod Drive Mechanism) were not covered by the standard. Estimates for these two were obtained by contact with vendors.
i Qualification documentation was assumed to cost 150% of the cost of the unqualified components for all but three of the components--small instrument valves, transduce-s, and relays. These components are produced in large quantities and required in large quantities in typical plants.
i Their qualification docu,nentation is assumed to be less costly--50% of the j   cost of the unqualified component. The 50*; and 150% numbers were based on engineering judgment of the authors.
3.5 Comparison The " Comparison" estimate is the cost of comparing dynamic and functional characteristics of equipment in the plant with characteristics of equipment in the data base. The estimate is based on the authors judgment and the assumption that necessary data is readily available.
Therefore, no costs resulting from analysis or in-situ testing have been included.
