Ladies and Gentlemen:
By letters dated June 8, 2011 (ADAMS Accession No. ML111590883) and July 8, 2011 (ADAMS Accession No. ML111890487), Southern Nuclear Operating Company Inc. (SNC) submitted a 30 day response and a 60 day response respectively to Nuclear Regulatory Commission (NRC) Bulletin 2011-01, Mitigating Strategies. Subsequently, by letter dated November 29, 2011, the NRC submitted a request of SNC for additional information (RAI) to the July 8, 2011 letter submitted by SNC. The responses to the NRC RAls are provided in the Enclosure.

Vogtle Response to Request for Additional Information Regarding 60 Day Response to Bulletin 2011-01, "Mitigating Strategies" Describe in detail the testing and inventory of radio communications equipment to ensure that it is available and functional when needed.
The bulletin requested that each licensee describe in detail the testing and control of equipment supporting the mitigating strategies to ensure that it will be available and functional when needed. Communications equipment needed to support the mitigating strategies was described in the Nuclear Regulatory Commission (NRC) Safety Evaluation dated July 18, 2007 (Agencywide Documents and Management System Accession No. ML071940001).
documenting the NRC review of your response to Section B.5.b of the Interim Compensatory Measures Order (EA-02-026). and typically includes radios, satellite phones, spare batteries, and chargers. The NRC staff notes that your response identifies testing and inventory of satellite and cell phones, but does not include similar activities for radio communications equipment.
SNC Response VogUe maintains 15 radios and 25 batteries in the basement of the training center. The batteries are replaced on a monthly basis with recharged batteries.
Additionally, the radios are checked quarterly to verify that they are capable of transmitting and receiving. In the Plant Entrance Security Building (PESB), there are approximately 95 radios with batteries that are used by plant security personnel. The radios are obtained from a rack, at random, by security personnel, such that the same radios would not always be assigned to the same shift or person. The rack contains the battery chargers so that when the radios are returned to the rack, the battery is being charged. Additionally, prior to being used, a radio check is performed to ensure the radio is capable of transmitting and receiving. Should a radio or battery be found to be defective, it is removed from service and repaired or replaced. There are approximately 28-35 security personnel on each shift that are assigned a radio. Since each assigned person on each shift would have a radio during the time the relief shift was taking their positions, there would be approximately 25 to 39 spare radios available for implementation of the mitigating strategies. Because the radios are being used by security personnel regularly, tested prior to use and maintained on a battery charger when not in use, and repaired or replaced when found to be defective, these measures provide assurance that the radios in the PESB would be functional and available if needed.

Vogtle Response to Request for Additional Information Regarding 60 Day Response to Bulletin 2011-01, "Mitigating Strategies" Describe in detail how you ensure that a vehicle is available to move the B.S.b portable pump and other B.S.b equipment to the appropriate place when needed.
The bulletin requested that each licensee describe in detail the controls for ensuring equipment needed to execute the mitigating strategies will be available when needed. A vehicle is typically needed to implement the strategies since the portable pump and other equipment is stored away from target areas. The NRC staff could not determine if you performed activities to ensure that a tow vehicle would be available when needed.
SNC Response Vogtle maintains several tow vehicles that are available to move the B.S.b portable pump trailer and other B.S.b equipment to the appropriate location when needed. These vehicles are under the control of Security, are used for routine activities onsite, and are typically located outside of the target areas. The hitch needed for towing is located and maintained in the B.S.b storage location. To ensure the vehicles are capable of responding, preventive maintenance is performed periodically and as recommended by the vehicle manufacturer.
Vehicle maintenance is conducted within the Owner Controlled Area by Georgia Power Company Fleet Services.
