NEI 12-02,Section2.3.2statesthat"Level2 represents         the range of waterlevelwhereany necessary      operationsin the vicinityof the spentfuelpool can be completed    withoutsignificantdoseconsequences    fromdirectgamma radiationfromthe storedspentfuel." Level2 is associated     withdoseratesfromthe fuel;therefore,it is notadjustedbasedon varieddoseratesfromotheritemsin the pool. FENOCrecognizes         additional  materials  stored prior in the SFPmaycausethe areato becomeuninhabitable to the monitored Level2. FENOCalsorecognizes       thatthe locationof theseadditional  materialsis subjectto changeduringeachrefueling     outage.Therefore,  FENOC     does  notplanto adjustLevel2, but insteadaddressthe potential   doseratesassociated     withother materialthroughalternatemeans.FENOC        plans to evaluate the other materials  in the SFPfor relocation or removalin supportof mitigation strategies.Basedon fuel poolmaterielconfiguration  and  projecteddose levels, FENOC    plansto developan earlymethodto keepthosematerials      adequately coveredusingmitigation    strategies or a manualmakeupcapability    froma locationnot impactedby the doserate.
Mitigationstrategiesfor addressing  increaseddosesto personnel    in the SFParea associated withothermaterialsin the poolin a beyond-design-basis     accidentis to be addressed  via PNPPDiverseand FlexibleCopingStrategies       (FLEX)procedures, as needed.
c) As statedin letterdatedFebruary27, 2013,the OlPsare basedon conceptual designinformation.Progressmade,proposedchangesin compliance            methods, updatesto the schedule,  and if needed,requestsfor reliefandthe baseswillbe providedin the six-monthintegrated   planupdates.The information    to support responseto this requestwouldbe availableafterfinaldesignis complete.
Therefore, FENOCintendsto submitthe responseto this requestin the February 2014six-monthupdate.
INSTRUMENTATION       DESIGNFEATURES Arranqement The OIPstates,in part,that:
The planneddesignof this systemwill consist of two measurement channels,one primaryand one backup. Eachchannelwill consistof a levelsensornoh electronicsunit and an indicator.The primaryand backupinstrumentchannelsensorswill be protectedagainstmissiles that may resultfrom damageto the structureover the SFP. The sensors will be mountedat the western end of the fuel pool (the fuel preparation and storagepool),but as close to the adjacentcornersas possibleto minimizethe possibilityof a singleeventor missiledamagingboth channels. The sensor arrangementhas been proposedin a manner limitingany interferencewith existingequipmentin or aroundthe SFP.
This planneddesign is conservativeand is in compliancewith Order EA-12-051  however,it does representa minor deviationfrom the NEI Guidance.The NEIGuidancerecommendspuftinginstrumentation                  in opposite(diagonal)ends of the spentfuel      pool. Due to  the limited availablelocations(causedby interference)for installation,the instrurnentationcannot be installedon opposite(diagonal)ends of the pool. This planneddesignwill also not pose any potentialhazardto

Electronicsenclosureswill be separatedby a suitabledistanceor may utilizestructuralfeaturesof the room in which they are locatedas a barrierto provideprotectionagainsta single event(missile,explosionn etc.)from damagingthe electronicsof both instrumentchannels. Power will be suppliedfrom two separatepowerbusesat a minimum,with a preferenceof differentpowerdivisionsor channelsas available.
Gablingwill be run in separateconduitand/orcabletray. The same technologywill be usedfor both the primaryand backupinstrument channels.

a)   A descriptionof how the two channelsof the proposedlevelmeasurement system meetthis requirementso that the potentialfor a common-cause event to adverselyaffect both channelsis minimizedto the extent practicable.
