Carolina Power & Light Company, doing business as Progress Energy Carolinas, Inc., submitted a license amendment request to revise Technical Specifications (TS) Section 3.8.3, "Diesel Fuel Oil and Starting Air," and TS Section 3.8.S, "DC Sources -Shutdown," for the H. B. Robinson Steam Electric Plant, Unit No.2. The NRC staff has been reviewing the submittal and has determined that additional information is needed to complete its review.NRC Ouestion: The submittal states: The proposed change to TS 3.8.3 revises the minimum air start receiver pressure as specified in Condition D from 100 psig to 150 psig. The current value of 100 psig is non-conservative with the EDG vendor (Fairbanks Morse) recommendation of a minimum air pressure of 150 psig to ensure a reliable start.Provide an analysis or calculation to justify the Fairbanks Morse recommendation that a minimum air pressure of 150 psig in the air start receiver will ensure a reliable start for each Robinson EDG.Response: The requested amendment to increase the minimum required starting air pressure from 100 psig to 150 psig was based on vendor recommendations.
Calculation RNP-M/MECH-1815, Revision 1, which is attached to this enclosure, provides an analysis to validate that 150 psig would provide reliable starting capability for the Robinson emergency diesel generators (EDGs).In summary, the attached calculation determined the amount of available energy contained in the air receiver at a pressure of 150 psig was approximately twice the energy (75,000 ft lbf versus 38,000 ft lbf) available at an air receiver pressure of 120 psig which was used in a successful start during the initial startup testing. The amount of air in the air receiver at 150 psig provides sufficient energy to ensure a reliable start for each Robinson EDG.}}
